Explanation
Background: New Northland Crossing, connecting Northland Ridge Boulevard to Tamarack Boulevard, is one of the remaining roadways to be built in Northland Park and is scheduled for construction in 2008. The construction of Tamarack Boulevard is behind schedule since Home Depot is no longer going to occupy the site nor build Tamarack. Telhio Credit Union, Inc. occupies an outlot on the corner of what will be New Northland Crossing and Tamarack. As neither are official roads yet they have been unable to connect electricity to their site, have been operating with a generator and cannot get a final occupancy permit. A conditional occupancy permit will be granted if a temporary asphalt roadway is provided from Northland Ridge Boulevard to Telhio Credit Union, Inc. This will be constructed with a temporary slurry seal surface at a cost of $18,000.
Fiscal Impact: $18,000 is available in the Voted '95, '99, '04 Streets and Highways Fund 704.

To authorize the Director of Development to enter into a Maximum Reimbursement Agreement pursuant to Section 186 of the Columbus City Charter with Columbus Urban Growth Corporation for the construction of a temporary asphalt surface on New Northland Crossing; to waive the provisions of Chapter 329 of City Code; and to authorize the expenditure of $18,000 from the Voted 1995, 1999, 2004 Streets and Highways Fund. ($18,000.00)

WHEREAS, New Northland Crossing, a roadway connecting Northland Ridge Boulevard to Tamarack Boulevard, is needed to connect utilities to the Telhio Credit Union, Inc. site and future outlot businesses; and
WHEREAS, Telhio Credit Union, Inc. has completed construction of their building and has been operating with a generator; and
WHEREAS, Tamarack Boulevard will be constructed during the summer of 2007 and New Northland Crossing will be constructed in 2008; and
WHEREAS, a conditional occupancy permit will be granted to Telhio Credit Union, Inc. if a temporary road surface is constructed until the final roadway can be built; and
WHEREAS, under authorization of Section 186 of the Columbus City Charter, it is in the best interest of the City of Columbus that the Director of Development enter into a contract to complete this work; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That pursuant to Section 186 of the Columbus City Charter, the Director of Development be and is hereby authorized to enter into a Maximum Reimbursement Agreement with the Columbus Urban Growth Corporation for the construction of a temporary asphalt surface that will connect Telhio Credit Union, Inc. with Northland Ridge Boulevard.
Section 2. That for the purpose stated in Section 1, the expenditure of up to $18,000 from Fund No. 704, Project No. 530294 Northland Roadways, OCA Code 643106, Object Level Three 6680 be hereby authorized.
Section 3. That the provisions of Chapter 329 of the City Code be and hereby are waived.
Section 4. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
