Explanation

 

Background: The City of Columbus, Department of Development, Division of Real Estate and Land Redevelopment manages a parcel of real estate (CIP 010-045388, 2636 East Fifth Avenue) adjoining to Fire Station 20 that the Department of Public Safety, Division of Fire needs for the daily operation of Fire Station 20. The Department of Public Safety will reimburse the Land Bank Program and assume responsibility for the maintenance of this property.

 

Fiscal Impact: The Department of Public Safety, Division of Fire will pay the Department of Development, Division of Real Estate and Land Redevelopment a total of $10,000.00 for parcel 010-045388.  Funding for this purchase is available within the General Permanent Improvement Fund.

 

Emergency Action: This legislation is presented as emergency to expedite the transfer in order to reduce Land Bank maintenance costs and to meet the daily operation needs of the Department of Public Safety, Division of Fire.

To transfer maintenance responsibilities and control of 2636 East Fifth Avenue (CIP 010-045388) held in Land Bank from the Department of Development, Division of Real Estate and Land Redevelopment, to the Department of Public Safety, Division of Fire; to amend the 2025 Capital Improvement Budget; to authorize the transfer of cash and appropriation with the General Permanent Improvement fund; to authorize the expenditure from the General Permanent Improvement Fund; and to declare an emergency. ($10,000.00)

 

Body

 

WHEREAS, the City is the owner of certain real property located at 2636 East Fifth Avenue (CIP 010-045388); and

 

WHEREAS, the Department of Public Safety, Division of Fire wishes to acquire this parcel from the Department of Development, Division of Real Estate and Land Redevelopment for use in daily operations of Fire Station 20; and

 

WHEREAS, it is necessary for this Council to authorize the transfer of cash and appropriation within the General Permanent Improvement Fund; and

 

WHEREAS, it is necessary to authorize the expenditure of up to $10,000 from the General Permanent Improvement Fund; and

 

WHEREAS, it is necessary to authorize an amendment to the 2025 Capital Improvement Budget for the purpose of providing sufficient spending authority for the aforementioned project expenditure; and

 

WHEREAS, an emergency exists in the usual daily operations of the Department of Public Safety in that it is immediately necessary to authorize the Director to acquire the Real Estate in order to prevent unnecessary delay and expedite the transfer in order to reduce Land Bank maintenance costs and to meet the daily operation needs of the Department of Public Safety, Division of Fire, all for the immediate preservation the public peace, property, health, welfare and safety; and now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

Section 1. That Parcel Number 010-045388 (2636 East Fifth Avenue) is currently held by the Department of Development, Division of Real Estate and Land Redevelopment and is necessary to the continued daily operations of Fire Station 20.

 

SECTION 2. That the 2025 Capital Improvement Budget, authorized by ordinance 1790-2025, be amended in Fund 7748 as follows:

Section 3. That the transfer of cash and appropriation in the amount of $10,000 is hereby authorized in the General Permanent Improvement Fund, Fund 7748 per the accounting codes attached to this ordinance.

 

Section 4. That the expenditure from The Department of Public Safety, Division of Fire to the Department of Development, Division of Real Estate and Land Redevelopment in a total of $10,000 for parcel 010-045388 from the General Permanent Improvement Fund, Fund 7748, is hereby authorized according to the account codes in the attachment to this ordinance.

 

SECTION 5. That the control and maintenance responsibilities of these parcels shall be transferred from the Department of Development, Division of Real Estate and Land Redevelopment to the Department of Public Safety, Division of Fire.

 

SECTION 6. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administrating said project that the project has been completed and the monies are no longer required for said project.

 

SECTION 7. That the City Auditor is authorized and directed to establish any appropriate accounting codes once the funds necessary to carry out the purpose of this ordinance are deemed appropriated.

 

SECTION 8. That the City Auditor is authorized and directed to establish any proper and appropriate project accounting numbers.

 

SECTION 9. That the City Auditor is authorized and directed to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 10. That this ordinance, for the reasons stated in the preamble of this ordinance, which are made of part of this ordinance and fully incorporated for reference as if rewritten, is declared to be an emergency measure and shall take effect and be in force from and after this ordinance’s adoption and approval by the Mayor or ten (10) days after its adoption if the Mayor neither approves nor vetoes this ordinance.
