BACKGROUND: Columbus Public Health received funds for the STD Surveillance Network (SSuN) grant program from the Centers for Disease Control and Prevention. The purpose of the STD Surveillance Network (SSuN) is to provide enhanced behavioral, demographic, and clinical information on gonorrhea cases reported to state and local health departments.
The STD Surveillance Network (SSuN) grant program will contract with The Ohio State University. The contract will deliver the execution of the STD Surveillance Network for Central Ohio. This will assist in providing information that will allow CDC, as well as state and local health departments, to better understand the epidemiology of STDs.
BID INFORMATION: The STD Surveillance Network (SSuN) subrecipient agreement is being executed in accordance with the sole source provisions outlined in Chapter 329 of the Columbus City Code; The Ohio State University is the only academic medical center in the region with extensive clinical expertise and capacity for sexual health analysis needed to support the requirements of the grant.
FISCAL IMPACT: This contract is funded entirely by a grant award from the Centers for Disease Control and Prevention. This grant does not generate revenue nor require a city match.
Emergency action is required to ensure the continued operation of the STD Surveillance Network (SSuN) grant program and to meet grant deliverables required by the grantor to avoid forfeiture of future funds.

To authorize the Board of Health to enter into contract with The Ohio State University to provide enhanced behavioral, demographic, and clinical information on gonorrhea cases reported to state and local health departments, for the period September 30, 2023 through September 29, 2024; to authorize the expenditure of $104,754.00 from the Health Department Grants Fund to pay the costs thereof; and to declare an emergency. ($104,754.00)

WHEREAS, in order to ensure continued services provisions under the program, it is necessary to enter into a contract with The Ohio State University for the execution of the STD Surveillance Network for Central Ohio ; and
WHEREAS, The Ohio State University is the only academic medical center in the region with expertise in sexual health clinics and other aspects of HIV, syphilis and gonorrhea data analysis; and
WHEREAS, the contract period is September 30, 2023 through September 29, 2024; and
WHEREAS, an emergency exists in the usual daily operation of Columbus Public Health in that it is immediately necessary to authorize the Board to enter into a contract with The Ohio State University to ensure the continued operation of the STD Surveillance Network (SSuN) grant program, to meet grant deliverables required by the grantor to avoid forfeiture of future funds all for the for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized to enter into a contract with The Ohio State University for HIV screening services under the STD Surveillance Network (SSuN) grant program, for the period of September 30, 2023 through September 29, 2024.
SECTION 2. That to pay the cost of said contract, the expenditure of $104,754.00 is hereby authorized from the Health Department Grants Fund, Fund No. 2251, Department No. 50, Division 5001, per the accounting codes attached to this ordinance.
SECTION 3. That this agreement is entered into pursuant to the sole source provisions of Chapter 329 of the Columbus City Code.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
