Explanation
 
Background:
This ordinance will authorize the the Director of Recreation and Parks to enter into a contract with Law General Contracting for the Olentangy River Rd. Bikeway Extension and Culvert Replacement.
 
Seven bids were received by the Recreation and Parks Department on February 27, 2007, for the Olentangy River Bikeway and Culvert Replacement, as follows:

Services will include the construction of approximately 2,053 feet of 8 foot wide asphalt bikeway path, one ten-foot wide by forty foot long pre-fabricated pedestrian bridge, fifty feet of six foot by three feet concrete box culvert.
 
A contingency amount of $30,000.00 is being included in this project
 
Contract Compliance Number for Law General is #311360543
 
Emergency action is necessary to allow project to begin as soon as possible for continuation of bikeway.
 
Fiscal Impact:
$312,925.39 is budgeted in the Recreation and Parks 1999/2004 Voted Bond Fund;
$71,659.83 is budgeted in the Sewer and Drain 1999/2004 Voted Bond Fund.
 
Title
 
To authorize the Director of Recreation and Parks to enter into contract with Law General for the Olentangy River Rd. Bikeway Extension and Culvert Replacement, to authorize the expenditure of $384,585.22 from various funds, and to declare an emergency.  ($384,585.22)
 
 
Body
 
      WHEREAS, bids were received by the Recreation and Parks Department on February 27, 2007, and the contract for the Olentangy Bikeway and Culvert replacement will be awarded on the basis of the lowest and best responsive and responsible bidder; and
 
      WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to to enter into contract  to allow work to begin as soon as possible to for the continuation of bikeway; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
      SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Law General for the Olentangy River Rd. Bikeway and Culvert Replacement., in accordance with plans and specifications on file in the Recreation and Parks Department.
 
 
      SECTION 2.   That the expenditure of $384,585.22, or so much thereof as may be necessary, be and is hereby authorized, to pay the cost thereof, as follows:
 
$71,659.83, Sewer and Drains Voted Bond Fund 685, Dept. No. 60-15, Project No. 610751, OCA Code 685751, and Object Level 3 No. 6682
 
$312,925.39, Recreation and Parks Voted Bond Fund No. 702, Dept. 51-01, Project No. 510316, OCA Code 644526, and Object Level 3 No. 6621
 
      SECTION 3.   That for the purpose of paying for any contingencies which may occur during this project, the amount of $30,000.00 has been included in Section 2, above.  This amount will be expended only after approval by the Director of the Recreation and Parks Department, certification by the City Auditor, and approval of the City Attorney.      
 
 
       SECTION 4.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby  declared to be an emergency measure  and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
