Explanation

BACKGROUND:  This ordinance authorizes the Columbus Fire Chief to accept a grant award of $2,500.00 from State Farm Insurance under it's Good Neighbor Citizenship (GNC) grant program. The funds will be used to purchase smoke detectors for the Fire Division smoke detector distribution program.

 

This ordinance also authorizes the Columbus Fire Chief to accept a grant award of $1,000 from Fire Team USA to conduct a sprinkler workshop in the Columbus area.  The Fire Team USA workshop focuses on the effectiveness of sprinklers in controlling fire in the early and survivable stage of fire development.  These funds will purchase materials and supplies needed for the workshop.

 

FISCAL IMPACT: This ordinance authorizes the Fire chief to accept two grants and the City Auditor to appropriate a total of $3,500 in the Special Revenue Fund for the purchase of smoke detectors for distribution by Columbus Fire Fighters and the purchase of materials to conduct a sprinkler workshop in Columbus.  There are no required city matches  for these grants.

 

EMERGENCY LEGISLATION: The Fire Division needs to replenish its stock of smoke detectors and use the funds before the grant expiration dates.

 

 

Title

To authorize the Columbus Fire Chief to accept grant awards from State Farm Insurance and Fire Team USA for the purchase of smoke detectors for the Fire Division distribution program and the purchase of materials and supplies to conduct a sprinkler workshop, to appropriate $3,500.00 from the unappropriated balance of the Special Revenue Private Grants Fund, and to declare an emergency. ($3,500.00)

 

 

Body

WHEREAS,  the Columbus Division of Fire received a grant award of $2,500 from State Farm Insurance for the purchase of smoke detectors for the smoke detector distribution program, and

 

WHEREAS, the Columbus Division of Fire also received a grant award of $1,000 from Fire Team USA to conduct a workshop that will demonstrate the effectiveness of using sprinklers to control fire, and

 

WHEREAS,  it is in the best interest of the City of Columbus for the Fire Chief to accept these grants, and

 

WHEREAS,  it is necessary to appropriate funds from these grants in order to purchase smoke detectors and other items needed to conduct a sprinkler workshop, and

 

WHEREAS,  an emergency exists in the usual daily operation of the Division of Fire, Department of Public Safety, in that it is immediately necessary to authorize and direct the grant acceptance and appropriation of funds to enable the timely purchase of the items needed before the grant deadline for the preservation of the public health, peace, property, safety, and welfare:  Now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Columbus Fire Chief be and is hereby authorized and directed to accept a grant award in the amount of $2,500.00 from State Farm Insurance for the purchase of smoke detectors for the distribution program and a grant award of $1,000 from Fire Team USA to conduct a sprinkler workshop in Columbus.

 

SECTION 2. That from the unappropriated monies in the Special Revenue Private Grants Fund, and from any and all sources estimated to come into said fund and unappropriated for any other purpose during the fiscal year ending December 31, 2010, the sum of $3,500.00 is appropriated to the Division of Fire as follows:

 

Division 30-04, Fund 291, Object Level 3, 2200, OCA 348020, Grant # 348020, Amount $2,500.00;  and

 

Division 30-04, Fund 291, Object Level 3, 2200, OCA 341006, Grant # 341006, Amount $1,000.00

 

SECTION 3. That the monies appropriated in the foregoing Section 2 shall be paid upon order of the Director of Public Safety; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.

 

SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
