Explanation
This legislation authorizes the Director of Public Utilities (DPU) to enter into a contract with Woolpert, Inc. for Geographic Information System (GIS) professional services. The consultant will help with continued development of the City of Columbus’ GIS system, including its associated applications and datasets. Specific tasks include migrating legacy scripts to Python 3; migrating ArcGIS Desktop 10.x Data Reviewer rule set to ArcGIS Pro 3.x; support for the Climate Action Plan and Sustainability Team; web mapping and application creation and support; second tier support for the Hydrant Web, Water Valve, and Watershed Management applications; and other task-based on-site staff support
PROCUREMENT:
The Department of Public Utilities solicited competitive bids through the Vendor Services and Bonfire websites from June 30, 2023 to July 28, 2023 in accordance with the relevant provisions of Chapter 329 of City Code (RFQ025301). Five (5) bids, three by majority vendors and one each by a woman-owned and a minority-owned enterprise, were received. All but one included work with subcontractors. The bids were all deemed responsive and were evaluated on August 10, 2023. The committee determined Woolpert, Inc. submitted the strongest proposal because it presented a clear understanding of the project scope, the project team’s demonstrated software development and technical experience, and the project manager’s wide range of background knowledge and skills aligned with the scope of the project.
The term of the contract will be for one-year with three renewal options. For each year of the contract, funding is contingent on availability within the budget, mutual agreement between the parties, approval of City Council, and certification of funds by the City Auditor.
MINORITY AND WOMAN OWNED BUSINESS ENTERPRISE & SMALL LOCAL BUSINESS ENTERPRISE PROGRAM:
This contract opportunity was submitted to the City’s Office of Diversity and Inclusion (ODI) for review and assignment of an MBE/WBE goal prior to bidding. After review of the utilization plan and other related information the contractors submitted, ODI approved an MBE/WBE Program goal of 5% for this contract.

WHEREAS, The Department of Public Utilities has a need for professional services to support the continued development of the City’s Geographic Information System (GIS) system; and
WHEREAS, this contract opportunity was submitted to the City’s Office of Diversity and Inclusion (ODI) for review and assignment of an MBE/WBE goal prior to bidding and ODI assigned a goal of 5% for this contract; and
WHEREAS, the Department of Public Utilities solicited competitive bids for these services in accordance with the provisions of Chapter 329 of the Columbus City Codes through RFQ025301; and
WHEREAS, Five (5) bids, three by majority vendors and one each by a woman-owned and a minority-owned enterprise, were received; and
WHEREAS, All but one of the bidders intend to utilize subcontractors; and
WHEREAS, The committee determined Woolpert, Inc. submitted the strongest proposal because it presented a clear understanding of the project scope, the project team’s demonstrated software development and technical experience, and the project manager’s wide range of background knowledge and skills aligned with the scope of the project; and
WHEREAS, Woolpert intends to use a subcontractor for some of the work under the contract and their subcontractor, CAD Concepts, Inc. dba CCI Engineering, holds WBE status; and
WHEREAS, the contract was bid as a one (1) year contract and permitted three (3) additional renewal options contingent upon mutual agreement of the parties, availability of budgeted funds, approval of City Council, and certification of funds by the City Auditor; and
WHEREAS, the expenditure of $150,000.00 or so much thereof as may be needed, is hereby authorized from object class 03, Services, split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds, per the accounting codes in the attachment to this ordinance; and
WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, to authorize the Director of the Department of Public Utilities to enter into a contract for Geographic Information System (GIS) professional services with Woolpert, Inc.; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Public Utilities is hereby authorized to enter into a contract with Woolpert, Inc., One Easton Oval, Ste. 400 Columbus, OH 43219, for Geographic Information System (GIS) professional services.
SECTION 2. That this contract is in accordance with the relevant provisions of Chapter 329 of the Columbus City Codes.
SECTION 3. That the expenditure of $150,000.00 or so much thereof as may be needed, is hereby authorized from object class 03, Services, split among the Electricity, Water, Sanitary Sewer, and Stormwater Operating Funds, per the accounting codes in the attachment to this ordinance.
SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
