BACKGROUND: The ordinance authorizes the Executive Director of the Civil Service Commission, on behalf of the Department of Public Safety, to establish a contract with OhioHealth Corporation dba OhioHealth Employer Services, LLC for the purchase of services for Police-Fire Surgeon Pre-Employment Physical and/or Cardiovascular Screening of Police and Fire Candidates. The pre-employment physicals and cardiovascular stress testing of public safety recruit candidates are for the upcoming Police and Fire Academy classes. There are two Police and one Fire Academy class scheduled for this year. This will require approximately 250 - 300 Police candidates and 125 Fire candidates to be tested, to ensure having 50-60 recruits in each class.
Bid Information: The Civil Service Commission solicited and opened formal bids on April 3, 2026, for the subject services in accordance with the provisions of Section 329.18 - Competitive Sealed Bidding, (RFQ032337). 57 vendors were solicited. One (1) bid was received on April 3, 2026. The sole bidder was OhioHealth Corporation dba OhioHealth Employer Services, LLC (MAJ). The bid was received, reviewed, and determined to be a responsive and responsible bid and it was decided to be in the best interest of the City to waive provisions of competitive bidding and enter into a contract with OhioHealth Corporation dba OhioHealth Employer Services, LLC.
Waiver legislation in accordance with Section 329.15 of the Columbus City Code is being requested. To allow for the necessary testing and approval of 50-60 candidates for the Police Academy class, scheduled to begin in August, there is a need to test between 125 - 150 potential candidates beginning in May. This tight schedule does not afford enough time to go back out for bid for another 21 days in hopes of obtaining additional bids for this service.
This contract will be for a period of one (1) year from the date of execution by the City of Columbus, with yearly renewal options for two (2) years, on a year-to-year basis based on funding availability, mutual agreement by both parties, approval by ordinance of Columbus City Council, and the appropriation and certification of funds by the City Auditor.
FISCAL IMPACT: $370,200.00 is needed and budgeted for this purchase. ACPO012912-20 in the amount of $163,000.00, from Ordinance #3388-2025, passed December 15, 2025, is available for use on this contract. The balance of $207,200.00 will come from the 2026 Civil Service Commission General Fund Operating Budget.

EMERGENCY DESIGNATION: The Civil Service Commission respectfully requests this legislation be considered for emergency action to allow for the purchase of the necessary services that will need to be secured in order to administer the medical exams beginning in May 2026 to allow for the timely testing and selection of the necessary recruit candidates for the upcoming Academy classes.

WHEREAS, there is a need for pre-employment physicals and/or cardiovascular stress testing of public safety recruit candidates for the upcoming Police and Fire Academy classes, and
WHEREAS, the Civil Service Commission, on behalf of the Department of Public Safety, solicited Competitive Bids for Police-Fire Surgeon Pre-Employment Physical and/or Cardiovascular Screening of Police and Fire Candidates services in accordance with the provisions of Section 329.18 - Competitive Sealed Bidding, and
WHEREAS, one (1) bid was received on April 3, 2026, and reviewed by the Civil Service Commission and the Department of Public Safety, (RFQ032337), for Police-Fire Surgeon Pre-Employment Physical and/or Cardiovascular Screening of Police and Fire Candidates services, and
WHEREAS, the sole bidder was OhioHealth Corporation dba OhioHealth Employer Services, LLC (MAJ), and
WHEREAS, it is in the best interest of the City to waive competitive bidding and enter into contract with OhioHealth Corporation dba OhioHealth Employer Services, LLC, and
WHEREAS, this contract is for one (1) year, from the date of execution by the City of Columbus, with the option to renew for two (2) additional years, on a year-to-year basis, based upon mutual agreement, budgeted funds, approval by City Council and the appropriation and certification of funds by the City Auditor, and
WHEREAS, if unforeseen issues or difficulties are encountered that would require additional funding, a modification would be requested, and
WHEREAS, an emergency exists in the usual daily operation of the Civil Service Commission, on behalf of the Department of Public Safety, in that it is immediately necessary to authorize the Executive Director of the Civil Service Commission to enter into contract for Police-Fire Surgeon Pre-Employment Physical and/or Cardiovascular Screening of Police and Fire Candidates services with OhioHealth Corporation dba OhioHealth Employer Services, LLC to allow for necessary services to be provided in time for the selection of upcoming recruit classes, for the immediate preservation of the public health, peace, property, safety and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Executive Director of the Civil Service Commission, on behalf of the Department of Public Safety, be and is hereby authorized to enter into a contract with OhioHealth Corporation dba OhioHealth Employer Services, LLC, 3430 OhioHealth Parkway, Columbus, Ohio 43202, for the purchase of Police-Fire Surgeon Pre-Employment Physical and/or Cardiovascular Screening of Police and Fire Candidates services, with options for two (2) one-year renewal terms.
SECTION 2. That said firm shall conduct the work to the satisfaction of the Executive Director of the Civil Service Commission and the Director of the Department of Public Safety.
SECTION 3. That this Council finds it in the City’s best interests to waive the relevant provisions of Chapter 329 of the City Code relating to waiver of competitive bidding and does hereby waive the same.
SECTION 4. That the expenditure of $207,200.00 or so much thereof as may be needed, is hereby authorized in Fund 1000, General Fund - Civil Service Operating Fund, in object class 03 Services per the accounting codes in the attachment to this ordinance.
SECTION 5. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 6. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications/renewals associated with this ordinance.
SECTION 7. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
