BACKGROUND: This legislation authorizes the Director of the Department of Development to enter into a Grant Agreement, in an amount up to $150,000.00 with Community for New Direction Incorporation for property renovations to be used for youth and adult violence intervention, behavioral mental health and substance use disorder outpatient treatment.
Community for New Direction Incorporation will begin work on renovations to their existing facility on Livingston Avenue. The renovated space will increase operational capacity to offer counseling, mental health and substance use disorder services. The $150,000.00 grant is part of an overall commitment of $2 million towards the project.
Emergency action is requested in order to have funding available to support the project until the remaining funding is available. This ensures that services provided by Community for New Direction Incorporation are made available to the public as soon as possible.
FISCAL IMPACT: This ordinance authorizes an expenditure of $150,000.00 in the Development Taxable Bonds Fund as well as an amendment to the 2024 Capital Improvement Budget and a transfer of cash and appropriation within the fund.
CONTRACT COMPLIANCE: The vendor number is 005361 and expires on 07/22/2026.

To amend the 2024 Capital Improvement Budget; to authorize the transfer of cash and appropriation with the Development Taxable Bond Fund; to authorize the Director of the Department of Development to enter into a grant agreement with Community for New Direction Incorporation property renovations to be used for mental health and substance use disorder outpatient treatment; to authorize the expenditure of $150,000.00 from the Development Taxable Bonds Fund; to authorize expenditures prior to the purchase order; to advance funding per a predetermined schedule; and to declare an emergency. WHEREAS, this ordinance authorizes the Director of the Department of Development to enter into a Grant Agreement, in an amount up to $150,000.00 with Community for New Direction Incorporation; and
WHEREAS, funding will be used for property renovations to be used for youth and adult violence intervention, behavioral mental health and substance use disorder outpatient treatment; and
WHEREAS, the $150,000.00 grant is part of an overall commitment of $2 million towards the project; and
WHEREAS, it is necessary to authorize an amendment to the 2024 Capital Improvements Budget for the purpose of providing sufficient spending authority for the funding of the Capital Contribution Grant; and
WHEREAS, it is necessary to authorize a transfer of cash and appropriation within the Development Taxable Bond Fund in an amount up to $150,000.00; and
WHEREAS, it is necessary to authorize the expenditure within the Development Taxable Bond Fund in an amount up to $150.000.00; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Director to provide funding to support the project until the remaining funding is available; all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the 2024 Capital Improvements Budget authorized by ordinance 1907-2024 be amended as follows to establish sufficient authority for this project:

SECTION 2. That the Director of Development is hereby authorized to enter into a grant agreement with Community for New Direction Incorporation for property renovations to be used for youth and adult violence intervention, behavioral mental health and substance use disorder outpatient treatment.
SECTION 3. That the transfer of $150,000.00 or so much thereof as may be needed, is hereby authorized within Fund 7739 (Development Taxable Bond Fund) per the account codes in the attachment to this ordinance.
SECTION 4. That for the purpose as stated in Section 2, the expenditure of $150,000.00, or so much thereof as may be necessary, is hereby authorized in fund 7739 (Development Taxable Bond fund), Project P782027-100000, Dept. 44-02 (Economic Development), in Object Class 06 (Capital Outlay) per the accounting codes in the attachment to this ordinance.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for any contract or contract modification associated with this ordinance.
SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 7. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.
SECTION 8. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor or ten days after its passage if the Mayor neither approves nor vetoes the same.
