Explanation
 
BACKGROUND:  It is in the City's best interest to maintain its concrete streets through a viable maintenance program.  Without such a program, streets will begin to deteriorate more rapidly, and in the long run, rehabilitation costs will be greater.  This legislation authorizes the City to enter into a contract in an amount up to $556,769.45 for the Concrete Renovation and Joint Seal - 2003 project in accordance with the specifications and plans for the improvement.  The contract will consist of sealing joints and cracks in the City's residential concrete streets and replacement of concrete slabs where necessary.  This work is to be performed in eleven subdivisions (see the attached maps).  This maintenance activity will extend the life of each street and may reduce future costs for the street to be overlaid with asphalt.  This project was advertised in the City Bulletin.  Bids were received from five bidders, all majority, and tabulated on May 22, 2003 as follows:

Award will be made to Columbus Asphalt Paving, Inc., CC #31-0857095 (expires August 16, 2004) as the lowest and best bid. The Transportation Division will provide inspection services for the project at an estimated cost of $50,000.00.
 
FISCAL IMPACT:  This is a budgeted expenditure in the Transportation Division's 1995, 1999 Voted Streets and Highways Fund concrete renovation project.
 
Emergency action is requested so that the work may start as soon as possible and be completed during this construction season.

Body
 
WHEREAS, bids were received and tabulated on May 22, 2003 for the Concrete Renovation and Joint Seal - 2003 project; and
 
WHEREAS, funds are budgeted and available for this expenditure, and
 
WHEREAS, a satisfactory low bid has been received; and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that the contract must be awarded immediately so that the work may proceed without delay, thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and is hereby authorized to enter into a contract with Columbus Asphalt Paving, Inc., 1196 Technology Drive, Gahanna, Ohio 43230, for the Concrete Renovation and Joint Seal - 2003 project in the amount of $556,769.45 for the Transportation Division in accordance with the plans and specifications therefore on file in the office of the Public Service Director, which are hereby approved; to obtain the necessary inspection services and to pay up to a maximum of $50,000.00 therefore.
 
SECTION 2.  That for the purpose of paying the cost of the contract and inspection the sum of $606,769.45 or so much thereof as may be necessary is hereby authorized to be expended from the 1995, 1999 Voted Streets and Highways Fund, Fund 704, Department No. 59-09, Object Level One Code 06, Object Level Three Code 6631, OCA Code 644385, Project 530282 for the Concrete Renovation and Joint Seal - 2003 project.
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
