Title: To authorize the Director of Recreation and Parks to provide additional support to the Central Ohio Workforce Investment Corporation (COWIC) for the Restoration Academy 2012 Project; to authorize the expenditure of $180,000.00 from the Recreation and Parks Fund 285; and to declare an emergency. Explanation
BACKGROUND:
This ordinance authorizes and directs the Director of Recreation and Parks to enter into a contract in the amount of $180,000.00 with Central Ohio Workforce Investment Corporation (COWIC). This $180,000.00 expenditure will bring the level of 2012 support to $620,000.00. This allocation is to support thepartnership with COWIC for the implementation of the Restoration Academy Program.  The program will identify 15 individuals to receive a myriad of programs and services including health assessments, life and occupational skills training, nutrition and fitness programs, etc. designed to assist with successfully transitioning back into the community.
FISCAL IMPACT:  $180,000.00

Body
WHEREAS, The City, acting through the Recreation and Parks Department agrees to provide additional funding to the Central Ohio Workforce Investment Corporation for the implementation of the Restoration Academy Program 2012;  and
WHEREAS, The total funding agreement to the Central Ohio Workforce Investment Corporation for 2012 will be increased to $620,000.00; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into said agreement with the Central Ohio Workforce Investment Corporation for the implementation of the Restoration Academy Program 2012; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Recreation and Parks be and is hereby authorized to increase the funding agreement with the Central Ohio Workforce Investment Corporation for the implementation of the Restoration Academy Program 2012.  
 
SECTION 2. That the expenditure of $180,000 or so much as may be necessary, be and is hereby authorized from Fund 285, Dept/Div 51-01, OCA 516427, OL3 3337.
 
SECTION 3. That this contract is being awarded under the provisions of Section 329.15 of the Columbus City Codes, 1959.  
 
SECTION 4. That the monies in the foregoing Section 2 shall be paid upon order of the Director of the Recreation and Parks Department and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 5.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation
SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
