Explanation

 

BACKGROUND: This ordinance is to establish a contract to purchase a Wood Chipper for the Division of Water with Southeastern Equipment Co., Inc.  The Wood Chipper will be used by the Watershed Management Section staff to maintain property around the Hoover Dam, Griggs Dam and related watershed infrastructure.  This unit is replacing BT22282.  This purchase has been approved by the Division of Fleet Management.

 

The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of City Code Chapter 329 (RFQ030295).  Two hundred sixty-four (264) bidders were solicited and two (2) bids were received, which were opened on May 29, 2025. 

 

Bobcat Enterprises, Inc. was the apparent low bid of $78,194.80.  After review of the submissions, it was determined that Bobcat Enterprises, Inc. was offering an alternative make and model that does not conform to the specifications.  Therefore, the Division of Water recommends an award be made to Southeastern Equipment Co., Inc. the lowest, responsive, and responsible bidder, in the amount of $104,590.00.

 

This company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of State database for Findings for Recovery.

 

SUPPLIER:  Southeastern Equipment Co., Inc., (MAJ), cc# 006684, expires 6/18/26. 

 

FISCAL IMPACT:  $104,590.00 is required for this purchase.

To authorize the Director of the Department of Finance and Management to establish a contract with Southeastern Equipment Co., Inc. to purchase a Wood Chipper for the Division of Water; and to authorize the expenditure of $104,590.00 from the Water Operating Fund.  ($104,590.00)

 

Body

 

WHEREAS, it is necessary for the Division of Water to purchase a Wood Chipper in the amount of $104,590.00 to mow and maintain property around the Watershed areas; and

 

WHEREAS, the current equipment is nearing the end of its service life; and

 

WHEREAS, the Purchasing Office opened formal bids on May 29, 2025 for the purchase of a Wood Chipper for the Division of Water; and

 

WHEREAS, the Division of Water recommends an award be made to the lowest, responsive, and responsible bidder, Southeastern Equipment Co., Inc.

 

WHEREAS, it is necessary to authorize the expenditure of $104,590.00 from the Water Operating Fund; and

 

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities to authorize the Director of Finance and Management to establish a contract with Southeastern Equipment Co., Inc.; NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.  That the Finance and Management Director is authorized to establish a contract with Southeastern Equipment Co., Inc. for the purchase of a Wood Chipper for the Division of Water, in accordance with the specifications on file in the Purchasing Office.

SECTION 2.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 3.  That the expenditure of $104,590.00 or as much thereof as may be needed, is hereby authorized in Fund 6000 (Water Operating) in object Class 06 Vehicles per the accounting codes in the attachment to this ordinance.

 

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

 

SECTION 5.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
