Explanation
This ordinance amends the Management Compensation Plan, Ordinance No. 2713-2013, as amended, by enacting the classification of CDL Instructor (3418) and retitling the classifications of Sewerage and Drainage Division Administrator (0165) and Sewerage and Drainage Division Assistant Administrator (0166) based on Civil Service Commission action; and by repealing the classification of Utility Maintenance Trainee (4037) due to its reassignment to a collective bargaining unit.
Fiscal Impact: None.
Emergency Designation: Emergency action is recommended in order to allow for expedient implementation to immediately enact changes by the Civil Service Commission and the Department of Human Resources.

WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(D) to enact the classification of CDL Instructor (3418) based on Civil Service Commission action and to assign it to Pay Grade 92; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(D) to repeal the classification of Utility Maintenance Trainee (4037) due to its reassignment to a collective bargaining unit; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to retitle the classification of Sewerage and Drainage Division Administrator (0165) to Water Reclamation Division Administrator (0165) based on Civil Service Commission action; and
WHEREAS, it is necessary to amend the Management Compensation Plan by amending Section 5(E) to retitle the classification of Sewerage and Drainage Division Assistant Administrator (0166) to Water Reclamation Division Assistant Administrator (0166) based on Civil Service Commission action; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Human Resources in that it is immediately necessary to amend certain provisions of the Management Compensation Plan in order to meet obligations to employees, departments, and the Civil Service Commission, by amending the established pay plan by October 6, 2025, for the immediate preservation of the public health, peace, property, safety and welfare; and NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Sections 5(D) and 5(E) of Ordinance No. 2713-2013 are hereby amended to read as follows according to the attached document:

SECTION 2. That existing Sections 5(D) and 5(E) of Ordinance No. 2713-2013, as amended, are hereby repealed.
SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this Ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
