BACKGROUND: The Board of Health has been awarded grant monies through the Ohio Department of Transportation, Safe Routes to School Program. The Board has identified the need for bike and pedestrian safety for elementary and middle school students in the Hilltop and Franklinton areas of Columbus. Activities include education, inspection of bikes and encouraging young bike riders. High School Bike Ambassadors will be identified in the neighborhoods to encourage safety and to educate young riders. The purpose of this ordinance is to authorize a $52,665.00 contract with Consider Biking, Inc., a not-for-profit agency, to assist the Board in providing community education and coordination for bike safety activities in the Hilltop and Franklinton neighborhoods for the time period of May 1, 2011, through December 31, 2011.
The Contract Compliance Number fir Consider Biking, Inc., is 20-1625034. Since Consider Biking, Inc., is a not-for-profit organization, it is exempt from contract compliance.
Emergency action is requested because the grantor has set forth the coordination and education activities to begin while students are still in school and applicable for the students use during the summer school break.
FISCAL IMPACT: This $52,665 contract is entirely funded by the Ohio Department of Transportation, Safe Routes to School Program. This program does not generate revenue nor require a city match.

To authorize and direct the Board of Health to enter a contract with Consider Biking, Inc., for community bike education and coordination of bike training for students in the Hilltop and Franklinton areas of Columbus; to authorize the expenditure of $52,665.00.00 from the Health Department Grants Fund; and to declare an emergency. WHEREAS, the Columbus Health Department has received funding from the Ohio Department of Transportation, Safe Routes to School Program; and,
WHEREAS, the Board of Health wishes to enter into a contract with Consider Biking, Inc., for community education and coordination of bike safety activities in the Hilltop and Franklinton neighborhoods; and,
WHEREAS, this contract is necessary per the requirements of the Ohio Department of Transportation, Safe Routes to School Program; and,
WHEREAS, the contract period is May 1, 2011 through December 31, 2011; and,
WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to enter into a contract with this community agency for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Board of Health is hereby authorized and directed to enter into a contract with Consider Biking, Inc., for community education and coordination of bike safety activities in the Hilltop and Franklinton areas of Columbus for the period of May 1, 2011 through December 31, 2011.
SECTION 2. That to pay the cost of said contract the expenditure of $52,665.00 is hereby authorized from the Health Department Grants Fund, Fund No. 251, Department No. 50, Grant Number 501049, OCA 501049, Object Level One 03, Object Level Three 3336.
SECTION 3. That this contract with a not-for-profit agency is awarded in accordance with Section 329.15 of the Columbus City Code.
SECTION 4. That the City Auditor is authorized to make any accounting change necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 5. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
