Explanation
 
BACKGROUND: The Columbus Health Department has been awarded additional grant funds from the U.S. Department of Health and Human Services.  These additional funds will allow the program to contract for specialized fatherhood training for staff.  The training will help the staff learn how to effectively engage and retain father's involvement in pregnancy in order to promote and enhance healthy pregnancy outcomes among program participants.  The grant period is June 1, 2007 through May 31, 2008.  This ordinance is needed to accept and appropriate $7,202 in grant money to fund the Healthy Start grant program.
 
The Healthy Start grant program enables The Columbus Health Department to conduct care coordination in the project area neighborhoods of South Linden, the Near South, and the Near East, focusing primarily on perinatal and infant clients and their families.  The goal of the program is to improve perinatal delivery systems in the project communities.
 
Emergency action is requested to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management.
 
 
FISCAL IMPACT: This program is entirely funded by the U.S. Department of Health and Human Services and does not generate revenue or require a City match.

Body
 
WHEREAS,      $7,202 in additional grant funds have been made available through the U.S. Department of Health and Human Services; and,
 
      WHEREAS,      it is necessary to accept and appropriate these funds from the U.S. Department of Health and Human Services for the continued support of the Healthy Start grant program; and,
 
      WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management; and,
 
      WHEREAS,      an emergency exists in the usual daily operation of The Columbus Health Department in that it is immediately necessary to accept these additional grant funds from the U.S. Department of Health and Human Services and to appropriate these funds to the Health Department for the immediate preservation of the public health, peace, property, safety, and welfare; Now, therefore:
 
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
 
SECTION 1.      That Columbus Health Department is hereby authorized and directed to accept an additional grant award of $7,202 from the U.S. Department of Health and Human Services for the Healthy Start grant program for the period June 1, 2007, through May 31, 2008.
 
SECTION 2.      That from the monies in the Fund known as the Health Department Grants Fund, Fund No. 251, and from all monies estimated to come into said fund from any and all sources during the twelve months ending May 31, 2008, the sum of  $7,202 is hereby appropriated to the Health Department, Division No. 50-01, as follows:

SECTION 3.      That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 4.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
