Title

To authorize and direct the Director of Public Safety to modify an existing contract with Medtronic Emergency Response Systems for supplies for the Division of Fire LifePaks; to authorize the expenditure of  $50,000.00 from the General Fund; and to declare an emergency.($50,000.00)

 

Explanation

BACKGROUND:   The Division of Fire EMS uses several LifePak models for emergency response.  There is a need to procure various supplies for the LifePak defibrillators, monitors, pacemakers and battery support systems from the vendor Medtronic Emergency Response Systems for use by emergency services personnel.   

 

Contract Compliance:                         91-0697691, expiring 2/19/2012

 

Emergency Designation:                     This legislation is to be declared an emergency measure so that the usage of consumable supplies can continue uninterrupted.

 

FISCAL IMPACT:                     This ordinance authorizes an expenditure of $50,000 from the Fire Division's 2010 General Fund budget for a contract modification with Medtronic Emergency Response Systems for the continued purchase of operating supplies.  The Fire Division has already spent and/or encumbered $250,000 for services and supplies from Medtronic Emergency Systems in the 2010 budget.  The Fire Division spent $250,000 for these products and services in 2009, $225,000 in 2008, and $200,000 in 2007.

 

Body

WHEREAS,                     the Division of Fire carries Medtronic LifePak defibrillators/monitors/pacemakers on its Emergency Medical and first responder vehicles in order to assess and deal with cardiovascular emergencies; and

 

WHEREAS,                     this highly specialized and technical equipment requires service support, warranty work, and operating supplies as specified by and provided only by the manufacturer, Medtronic Emergency Response Systems; and

 

WHEREAS,                     this product support service has been provided in previous years solely by the manufacturer in order to adhere to warranty regulations and to insure that repairs were in accordance with the manufacturer's specifications; and

 

WHEREAS,                     for the aforementioned reasons, it is now necessary to modify an existing contract with the manufacturer, Medtronic Emergency Response Systems, for continuing product operating supplies for various models of LifePak defibrillators/monitors/pacemakers with battery support systems; and

 

WHEREAS,          an emergency exists in the usual daily operation of the Division of Fire, Department of Public Safety, in that it is immediately necessary to modify an existing contract for product operating supplies for LifePak equipment used on emergency medical vehicles, thereby preserving the public health, peace, property, safety and welfare; Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.                     That the Director of Public Safety be and he is hereby authorized and directed to modify an existing contract with Medtronic Emergency Response Systems for supplies for various models of LifePak defibrillators/monitors/pacemakers with battery support systems.

 

SECTION 2.                     That the expenditure of $50,000.00, or so much thereof as may be necessary, is hereby authorized from the funds available within the Division of Fire #30-04, General Fund 010, OCA Code 301531, OL3 Code 2207, $50,000.00.

 

SECTION 3.                     That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
