Explanation

Background: This ordinance authorizes the Director of Public Utilities to modify an existing contract with Timmons Group, Inc. for services related to the GIS data model migration to the Utility Network Model project. The modification amount being authorized by this ordinance is $60,000.00. The original contract was authorized by Ordinance 1516-2024.

The Department of Public Utilities, aka Columbus Water & Power (CWP) maintains separate geodatabases for sewerage (sanitary, combined, and stormwater), water, and electric, each with its own existing geometric network (GN). This project will help migrate from the GN data model and implement Esri’s Utility Network Model (UNM). This solution is expected to automate the synchronization of updates from ArcGIS Utility Network database back to ArcGIS geometric network data until the current integration between ArcGIS geometric network and ArcFM Responder is transitioned. This phase of the project will provide CWP with a prototype, the development and testing of a final product, and training to help CWP be successful in the use of the new system. The project is expected to be completed in spring or summer of 2028.

The original contract was authorized by Ordinance 1516-2024 and the contract term was up to and including August 31, 2026. Ordinance 0110-2025 authorized the first modification which increased the funding by $341,541.60. Additional negotiations were had regarding the scope costs and the contract amount resulting from ordinance 0110-2025 was lowered to $278,805.36, leaving $62,736.24 remaining on ACPO011722 for the GIS data model migration to the Utility Network Model project.

This ordinance will authorize the second modification, extending the contract expiration date up to and including December 31, 2028, expanding the scope, and increasing the project’s funding by $60,000.00 by utilizing the remaining funds for the project on ACPO011722.

Procurement: 

The Department of Public Utilities solicited competitive bids through the Vendor Services and Bonfire websites from January 29, 2024 to March 8, 2024 for these services in accordance with the relevant provisions of Chapter 329 of City Code (RFQ026745). Four (4) bids, all by majority vendors, were received. All were deemed responsive and were evaluated on March 21, 2024. The evaluation committee determined that Timmons Group, Inc. submitted the strongest proposal because its applicable past performance, well-defined proposal that meets the project needs, and approach for both the wet and dry side of utility needs.

The term of this agreement will be extended to and include December 31, 2028. Additional modifications will be requested, as needed, in future years to continue supporting the project. For each year of the contract, funding is contingent on funding availability, mutual agreement between the parties, approval of City Council, and certification of funds by the City Auditor.

This ordinance is being submitted in accordance with the relevant provisions of Chapter 329 of City Code pertaining to contract modifications.

1.   Amount of additional funds: The total amount of additional funds needed for this contract modification #2 is $60,000.00, which will come from ACPO011722, approved for project use on Ord. 0110-2025. The total contract amount including this modification is $751,541.60

2.   Reason additional funds were not foreseen: The need for additional funds was known at the time of the initial contract and this legislation authorizes funding and an extension of time to cover a continuation of the consultant’s work.

3.   Reason other procurement processes were not used: This modification is a continuation of the original contract. No lower pricing or more attractive terms and conditions are anticipated at this time.

4.   How was cost determined: The renewal is based upon estimated rates established in the existing contract.

Fiscal Impact: No fiscal action is required at this time. As of now, the $60,000.00 needed, is available on ACPO011722 to meet the financial obligations of this contract. The Department is seeking authorization to use the remaining funds on ACPO011722, which is associated with this project through Ordinance 0110-2025, to pay for the costs of the contract.

WHEREAS, it is necessary to authorize the Director of Public Utilities to modify an existing contract with Timmons Group, Inc. for GIS data model migration services; and

WHEREAS, a contract modification, authorized by Ordinance 0110-2025, was established with Timmons Group, Inc.; and

WHEREAS, the project scope costs, authorized by Ordinance 0110-2025, were further negotiated post council approval, resulting in remaining funds on ACPO011722; and

WHEREAS, it is necessary to authorize the Director of the Department of Public Utilities to use the remaining funds on ACPO011722; and

WHEREAS, it is necessary to authorize the Director to modify the existing agreement to extend the term up to and including December 31, 2028; and

WHEREAS, it has become necessary in the usual daily operation of the Department of Public Utilities, to authorize the Director of the Department of Public Utilities to enter into a modification agreement for GIS data model migration services with Timmons Group, Inc.; NOW, THEREFORE,

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. That the Director of Public Utilities be and is hereby authorized to modify an existing contract with Timmons Group, Inc., for GIS data model migration services to increase funding by an amount not to exceed $60,000.00 and extend the contract expiration date.

SECTION 2. That the Director of the Department of Public Utilities be and is hereby authorized to use the remaining funds associated with ACPO011722, originally set up for GIS data model migration services.

SECTION 3.  That this contract modification is in accordance with the relevant provisions of Chapter 329 of the Columbus City Codes.

SECTION 4. That the Director of Public Utilities is hereby authorized to modify the existing agreement with Timmons Group, Inc. to extend the term of the agreement up to and including December 31, 2028.

SECTION 5.  That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
