Explanation
BACKGROUND: Council adopted a Land Reutilization Program (ORC5722) by Ordinance 2161-93 to facilitate effective reutilization of nonproductive land and buildings within the City's boundaries and to foster either the return of such land to tax revenue generating status or retention for public use. These properties are held and managed in the Land Bank until prepared to be sold. In order to have an effective Land Reutilization Program it is necessary from time to time to acquire other vacant and underutilized properties. 325 Taylor Avenue, 329 Taylor Avenue and 1540 Mt. Vernon Avenue were acquired by Columbus Urban Growth and will be held in the City's Land Bank and managed in accordance with the policies and procedures of the Land Reutilization Program. This transfer of property will be done by virtue of deeds, which will be recorded in the Official Records of the County Recorder's Office.
FISCAL IMPACT: The maintenance of this parcel will be provided by the Environmental Blight Abatement unit.
EMERGENCY JUSTIFICATION: A timely transfer of these properties is needed to expedite the transfer of property to the city.
Title
To authorize the acceptance of three deeds for parcels of land to be held in the City's Land Bank inventory until needed by Columbus Urban Growth Corporation for redevelopment; and to declare an emergency.
Body
WHEREAS, Columbus Urban Growth Corporation, is the owner of the said real estate; and
WHEREAS, by virtue of said deeds to the city of Columbus will be recorded in the Franklin County, Ohio, Recorder's Office; and
WHEREAS, the City desires to accept the deeds for said properties which will be held in the Land Bank Program and managed in accordance with the Land Reutilization Program's policies and procedures; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development, in that it is necessary to execute those documents necessary for the acceptance of the deeds for said properties which will be held in the Land Bank Program and managed in accordance with the Land Reutilization Program's policies and procedures, all for the immediate preservation of the public health, peace, property and safety; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the City of Columbus hereby accepts the properties described herein as:

Section 2. That for the reasons stated in the preamble hereto, which is hereby made a
part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or tens days after passage if the Mayor neither approves nor vetoes the same.
