Explanation

 

Background

The Recreation and Parks Department solicited bids for the Berliner Park Improvements 2008 Project.   Three (3) bids were received and opened by the Recreation and Parks Department on August 12, 2008.  The bids are as follows:

It is the recommendation of the Recreation and Parks Department to award the bid to Builderscape, Inc. who submitted the lowest and best responsive and responsible bid.

 

The project includes the supply and installation of water and electric lines, free standing electric enclosure, shelter house (including shingles), concrete, drinking fountain, hose bib, backflow preventor, grading and seeding and any such work as may be necessary to complete the contract in accordance with the plans and specifications on file in the Recreation and Parks Department.  The Department anticipates that these improvements will encourage additional league participation as well as enhance our ability to attract and hold major baseball and softball tournaments, which will ultimately increase revenue for the Department. 

 

A project contingency in the amount of $16,900.00 is included in this legislation.

 

The Contract Compliance Number for Builderscape, Inc. is #20-0537419 and the contract compliance is effective through 08/21/09.

 

Emergency action is necessary due to a compressed construction schedule between the end of the 2008 league and tournament season and the start of the 2009 spring season.

 

Fiscal Impact:

$185,000.00 is required and budgeted in the 1999/2004 Recreation and Parks Voted Bond Fund to meet the financial obligation of this contract.

To authorize the Director of Recreation and Parks to enter into contract with Builderscape, Inc. for the Berliner Park Improvements 2008 Project, to authorize the expenditure of $185,000.00 from the 1999/2004 Recreation and Parks Voted Bond Fund, and to declare an emergency.  ($185,000.00)

 

Body

 

WHEREAS, bids were received by the Recreation and Parks Department on August 12, 2008 and the contract for the Berliner Park Improvements 2008 Project will be awarded to Builderscape, Inc. on the basis of the lowest and best responsive and responsible bidder; and

 

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into contract with Builderscape, Inc. in order to allow the construction project to comply with league deadlines; now, therefore

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1.   That the Director of Recreation and Parks be and he is hereby authorized and directed to enter into contract with Builderscape, Inc. for the Berliner  Park Improvements 2008 Project, in accordance with the plans and specifications on file in the Recreation and Parks Department.

                         

SECTION 2.   That the expenditure of $185,000.00, or so much thereof as may be necessary, be and is hereby authorized, to pay the cost thereof, as follows:

SECTION 3.   That for the purpose of paying for any contingencies which may occur during this project, the amount of $16,900.00 has been included in Section 2, above.  This amount will be expended only after approval by the Director of the Recreation and Parks Department, certification by the City Auditor, and approval of the City Attorney.                     

 

SECTION 4.   That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.

 

SECTION 5.   That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby  declared to be an emergency measure  and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
