Explanation
 
During the 2007 Budget process, City Council awarded the Health Department an additional $50,000 to purchase a six month supply of test kits that are needed to bring the Department into compliance with new Federal STD treatment guidelines for its Sexual Health Clinic.  These test kits are the newly accepted standard of care adopted by the U.S. Centers for Disease Control and will result in fewer false reports.
 
The Health Department's General Fund subsidy was increased by $50,000 to provide for the test kits but the $50,000 appropriation was never created in the Health Special Revenue Fund.  This ordinance is needed to appropriate $50,000 in the Health Special Revenue Fund for the purchase of testing kits through the fiscal year ending December 31, 2007.
 
This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management.
 
 
 
Title
 
To authorize the appropriation of $50,000 from the unappropriated balance of the Health Special Revenue Fund for the purchase of STD test kits; and to declare an emergency.  ($50,000)
 
 
Body
 
WHEREAS,      during the 2007 Budget process, City Council awarded the Health Department an additional $50,000 to purchase a six month supply of test kits needed to bring the Department into compliance with new Federal STD treatment guidelines for its Sexual Health Clinic; and,
 
WHEREAS,      it is necessary to appropriate these monies to the Health Special Revenue Fund because they were not included in the Annual Appropriation Ordinance, Ordinance No. 2089-2006, approved by Council on February 5, 2007; and,
 
      WHEREAS,      this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible.  Up to date financial posting promotes accurate accounting and financial management; and,
 
      WHEREAS,      an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to appropriate these funds to the Health Department for the immediate preservation of the public health, peace, property, safety and welfare, and to ensure there is no delay in client services; Now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.      That from the unappropriated monies in the Health Special Revenue Fund, Fund No. 250, and from all monies estimated to come into said Fund from any and all sources during the twelve months ending December 31, 2007, the sum of $50,000 is hereby appropriated to the Health Department, Division No. 50, OCA 502054, Object Level One - 02, Object level Three - 2293.
 
SECTION 2.      That the monies appropriated in the foregoing Section 1 shall be paid upon the order of the Health Commissioner and that no order shall be drawn or monies paid except upon voucher, the form of which shall be approved by the City Auditor.
 
SECTION 3.      That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
