Title: To grant an advancement of sick leave in the amount of up to thirty (30) work days to Amy Culbertson, Legislative Assistant to City Council; and to declare an emergency.
Explanation
 
BACKGROUND:  Amy Culbertson has been a valued employee for City Council.  She has recently been diagnosed with some complications with her maternity and needs extra bed rest per her condition during her pregnancy.  As part of her recovery, she has been ordered to stay home and get more rest for a short time and to reduce her work schedule.  
 
This ordinance advances up to thirty (30) work days of sick leave.  The actual time used will be repaid to the city from future bi-weekly vacation accruals and sick hours.  
 
FISCAL IMPACT: There is no fiscal impact associated with this ordinance since any time advanced will be repaid from accruals or reimbursed, if termination or resignation occurs before full repayment.
 
 
 
Title
 
To grant an advancement of sick leave in the amount of up to thirty (30) work days to Amy Culbertson, Legislative Assistant to City Council; and to declare an emergency.
 
 
 
Body
 
WHEREAS, Amy Culbertson, Legislative Assistant to Columbus City Council, has requested an advancement of up to thirty (30) work days of sick leave following physician's orders to remain at home during her pregnancy; and
 
WHEREAS, Amy Culbertson, will repay this advance from vacation leave and sick leave earned in the future, at the rate of one-half her bi-weekly vacation and sick leave hours per pay period; and
 
WHEREAS, an emergency exists in the usual daily operation of government of the Department of City Council in that it is necessary to advance sick leave to ensure payment of a regular salary to said employee during her absence, therefore preserving the public health, peace, property, safety and welfare; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the advancement of sick leave of up to thirty (30) work days be and is hereby granted to Amy Culbertson, Legislative Assistant to Columbus City Council.
 
SECTION 2.  That Amy Culbertson repay from vacation leave and sick leave earned as many hours of sick leave as are advanced at this time at the rate of one-half her bi-weekly vacation and her sick leave accrual, with the provision that if she should leave employment of the City of Columbus before full repayment of the advancement of sick leave, such payment due (the monetary equivalent of unpaid sick leave time) shall be deducted from her terminal leave payment, or if her terminal leave payment is insufficient to cover said balance, she will reimburse the City the monetary equivalent due.
 
SECTION 3. That the payment of salary under the provisions of section 1 hereof, be and is hereby authorized from the General Fund, Fund 01-100, Division 20-01, Character 01.
 
SECTION 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
