Explanation
BACKGROUND: The Board of Health has applied for a grant from the Ohio Department of Health (ODH) to fund the Women, Infants and Children (WIC) Program for the period October 1, 2008 through September 30, 2009. The WIC budget provides $203,085.58 for the lease of real property to be used as clinic space for the WIC Program.

Emergency action is requested in order to continue these leases and to avoid any delays in providing program services.
FISCAL IMPACT: Because the new WIC Project cannot be created until Health receives the Notice of Award letter from ODH, it is necessary to establish these contracts within the Health Special Revenue Fund. The Health Special Revenue Fund will be reimbursed for the expenses upon receipt of a NOA from ODH. This grant does not generate revenue or require a City match.

To authorize and direct the Director of Finance and Management Department to enter into lease contracts with seven property owners for the lease of clinic space for the WIC program, for the period October 1, 2008 through September 30, 2009; to authorize a total expenditure of $203,085.58 from the Health Special Revenue Fund; and to declare an emergency. ($203,085.58)
Body
WHEREAS, the City desires, for the benefit of the Department of Health, to enter into lease contracts with various property owners for the rental of real property, in order to provide services for the Women, Infants and Children program; and,
WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to enter into these leases for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Finance and Management Department is hereby authorized and directed to enter into contracts for the provision of rental space for seven WIC clinics for the period October 1, 2008 through September 30, 2009.
SECTION 2. That to pay the costs of said contracts, the expenditure of $203,085.58, is hereby authorized from the Health Special Revenue Fund, Fund No. 250, Division No. 50-01, as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City's financial records.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
