Explanation
BACKGROUND:
Need: The Division of Fire has been awarded a grant from the Department of Homeland Security to purchase radiographic equipment for regional bomb squads throughout the State of Ohio. The total cost of the equipment [Quantity of nine (9) imaging systems] and associated training will be $170,516.70, the payment of which will be issued by Franklin County, on behalf of the Department of Homeland Security and Ohio Emergency Management Agency. The City of Columbus and Franklin County entered into an Intergovernmental Agreement via Ordinance 1691-2006, passed October 18, 2006, to enable this type of purchase.
This legislation will authorize and direct the Director of Finance & Management to execute those documents necessary for the acquisition of this equipment and training.
Bid Information: The Division of Fire applied for and was approved for a grant from the State Homeland Security Grant Program to purchase radiographic equipment and training for the regional bomb squads within the State of Ohio; the Division of Fire's Bomb Squad managed this grant acquisition, and solicited bids via the City of Columbus Purchasing Office via Solicitation SA002967. Logos Imaging, LLC submitted the sole bid.
This Company is not debarred according to the Excluded Parties listing of the Federal Government and is not listed in the Auditor of State database for Findings for Recovery.
Contract Compliance: Logos Imaging, LLC ~ 050533782 ~ expiring 4/4/2010
Emergency Designation: This legislation is to be declared an emergency measure due to it being imperative that legislative approval occur in a timely fashion to acquire this equipment as soon as possible, and prior to expiration of the grant period (October 2008).

Budgeted Amount: There is no fiscal impact to the City for this equipment.

WHEREAS, the Division of Fire is in need to acquire Radiographic Equipment and training for the Ohio's Regional Bomb Squads; and
WHEREAS, the Division of Fire has been awarded a grant from the Department of Homeland Security to purchase said equipment and training; and
WHEREAS, bids were solicited via the City of Columbus Purchasing Office via Solicitation SA002967, with Logos Imaging, LLC submitting the sole bid; and
WHEREAS, an emergency exists in the daily operation of the Division of Fire, Department of Public Safety, in that it is necessary to authorize and direct the Director of Finance & Management to execute those documents necessary for the acquisition of said equipment and training prior to the expiration of the grant period, for the preservation of the public health, peace, property, safety and welfare; Now, therefore;
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
SECTION 1. That the Director of Finance & Management be and is hereby authorized and directed to execute those documents necessary and enter into a contract with Logos Imaging, LLC for the acquisition of radiographic equipment and associated training for the Division of Fire's Bomb Squad, as per the terms and conditions of Bid Solicitation SA002967.
SECTION 2. There is no expenditure associated with this ordinance.
SECTION 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
