Explanation
 
Background:  This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with Advanced Engineering Consultants, in the amount of $19, 500.00 for engineering services for the installation and relocation of three new grease traps for the Division of Fire. Advanced Engineering Consultants will be responsible for the complete design program including, but not limited to, the engineering and design of removal, relocation, and installation of three new grease traps, all associated piping, removal and/or replacement of concrete and/or asphalt and any flooring that would need to be removed in order to relocate these grease traps.
 
A Request for Proposals was sent to the following firms: Advanced Engineering Consultants, Dynamix  Engineering Ltd., Dynotec, Inc., and Ribway Engineering. The City received two proposals, from Advanced Engineering Consultants, and Dynamix Engineering Ltd.   Per City Codes 329.11, the Project Manager and Management Analyst II recommended Advanced Engineering Consultants to the Finance and Management Director.  The Finance and Management Director agreed with this recommendation.  Advanced Engineering Consultants was selected based on their past work on behalf of the City.  The cost of this contract was negotiated with Advanced Engineering Consultants within the context of the available budget.
 
Emergency action is requested so that the services may proceed quickly, thereby facilitating the installation and relocation of the new grease traps to be located at Fire Stations Nos. 11, 29, and 32.
 
Fiscal Impact:  Sufficient funding for this project is available in the Safety Voted Bond Fund.  Advanced Engineering Consultants Contract Compliance #31-1612308, expiration date 07/13/2008.

Body
 
WHEREAS, the existing grease traps located at Fire Stations Nos. 11, 29, and 32 need to be relocated and replaced, and
 
WHEREAS, two firms submitted professional services proposals and Advanced Engineering Consultants was the selected firm, and
 
WHEREAS, it is the recommendation of the Finance and Management Director to contract with Advanced Engineering Consultants in order to provide these needed services, and
 
WHEREAS, an emergency exists in the usual daily operation of the Finance and Management Department, Office of Construction Management, in that it is immediately necessary to authorize the Finance and Management Director to contract with Advanced Engineering Consultants for professional engineering services associated with the installation and relocation of three new grease traps for the Division of Fire, located at Fire Stations Nos. 11, 29, and 32, therefore:
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Finance and Management Director is hereby authorized to contract with Advanced Engineering Consultants for professional engineering services associated with the installation and relocation of three new grease traps for the Division of Fire, located at Fire Stations Nos. 11, 29, and 32.
 
SECTION 2.   That the expenditure of $19,500.00, or so much thereof that may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
 
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves or vetoes the same.
