Explanation

 

The Board of Health has been awarded a grant from the Ohio Department of Health to fund the Women, Infants and Children (WIC) Program for the period November 7, 2022, through September 30, 2023.  Columbus Public Health has been designated as the primary grantee agency and administrator for all WIC programs in Franklin County.  The grant funds awarded provide for a contract with S & S Management Group, DBA Guard-One Protective Services for $178,860.00, for security services at two WIC clinics.  

 

The contract compliance number for S & S Management Group, DBA Guard-One Protective Services is CC-026826. These services were advertised through Bonfire (RFQ022757) according to bidding requirements of the City Code.

 

This ordinance authorizes the transfer of $178,860.00 within the WIC Grant Program Fund 2251 to the appropriate object class for this contract.  As a part of the WIC Grant Program budget for Columbus Public Health, $5,071,429.00 was appropriated and placed into fund 2251, object class 01 for personnel.  The transfer of these funds to object class 03 will allow for service costs for WIC clinic operations.

 

Emergency action is requested in order to avoid any delays in providing program services. WIC clinics are in need of security services to ensure the safety of all Women, Infants, Children, staff and public members entering buildings.

 

FISCAL IMPACT:  The Women, Infants and Children Program is entirely funded by the Ohio Department of Health.  This program does not generate any revenue or require a City Match. 

 

Title

 

To authorize the Board of Health to enter into a contract with S & S Management Group, DBA Guard-One Protective Services for security services at two WIC clinics for the period of November 7, 2022 through September 30, 2023; to authorize and direct the City Auditor to transfer $178,860.00 within the WIC Grants Program fund for service costs, to authorize the expenditure of $178,860.00 from the Health Department Grants Fund; and to declare an emergency. Body

 

WHEREAS, The Ohio Department of Health has designated the Columbus Health Department as primary grantee agency and fund administrator for the Women, Infants and Children Grant Program in Franklin County; and,

 

WHEREAS, S & S Management Group, DBA Guard-One Protective Services will provide various services to meet all grant deliverables required by the Women, Infants and Children Grant; and,

 

WHEREAS, there is a need to provide correct appropriation by object class for the continuation of the WIC Clinic operations for the WIC Grant Program; and,

 

WHEREAS, this ordinance is submitted as an emergency; and

 

WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to enter into this contract for the immediate preservation of the public health, peace, property, safety of  all Woman, Infants, Children, staff and public members entering WIC buildings and to avoid any delays in providing program services to meet grant deliverables; Now, therefore,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Board of Health is hereby authorized to enter into a contract with S & S Management Group, DBA Guard-One Protective Services for security services for the period of November 7, 2022 through September 30, 2023, in an amount not to exceed $178,860.00

 

SECTION 2. That for the contracts stated above, the sum of $178,860.00 is hereby authorized to be expended from the Health Department Grants Fund, Fund No. 2251, according to the attached accounting document.

 

SECTION 3. That the City Auditor is hereby authorized and directed to transfer $178,860.00 or so much thereof as may be needed, within the WIC Grant Program fund budget, per the account codes in the attachment to this ordinance.

 

SECTION 4. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance and to make any accounting changes necessary to ensure that this contract is properly accounted for and recorded accurately on the City’s financial records.

 

SECTION 6.  That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
