Explanation
BACKGROUND:
This 2007 budget includes funds to support Summer Youth Employment for youth in the City of Columbus. These include $600,000.00 in the general fund and $156,000.00 in the CDBG funds which is designated for the Clean Teams program. The Central Ohio Workforce Investment Corporation will be the lead agency with the program for this coming summer.  
 
FISCAL IMPACT:  2007 Dollars have been allocated in the Office of Education's general fund and in CDBG for the Summer Youth Program and Clean Teams program. Fund 248 will need a transfer of funds so that all dollars are in object level 03 for contracting.

Body
WHEREAS, The Director of the Office of Education desires to expend from the general fund and CDBG for Summer Youth employment; and
 
WHEREAS, The Office of Education 2007 budget includes fund in the general fund of $600,000.00 and CDBG of $156,000.00 to support summer youth employment; and
 
WHEREAS, Fund 248 requires a transfer of  funds in object level 01 and 02 in order to have all dollars established in object level 3336 for contracting; and
 
WHEREAS, These opportunities for youth are an essential component  for their development of life skills and self esteem, and as a complement to other City programs giving youth positive experiences; and
 
WHEREAS, an emergency exists in the usual daily operation of the City in that it is necessary to enter into contract for these services to maximize program effectiveness for the immediate preservation of public peace, property, health, safety and welfare; NOW THEREFORE
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of the Office of Education  is hereby authorized to enter into contracts with COWIC (Central Ohio Workforce Investment Corporation) for the purpose of funding the following summer youth employment opportunities.
 
                                  COWIC          $600,000.00                General Fund                    March 1- December 1, 2007
 
                                  COWIC          $156,000.00                 CDBG                               March 1- December 1, 2007
 
Section 2. That these contracts are awarded pursuant to Section 329.15 of the Columbus City Codes, 1959  as amended.
 
Section 3. That the City Auditor is hereby authorized and directed the transfer of appropriation authority in Fund 248, Community Development Block Grant Fund as follows:
 
From: Fund 248 OCA 404014    1101   $40,000.00
                                                      2201       3,000.00
 
To:     Fund 248           404014   3336     $43,000.00
 
Fund 248 OCA 404014 obj level 01- 1101 $40,000.00 and obj level 02-2201 $3,000.00 need to be transferred into object level 3336 to establish these contracts.
 
Section 4. That for the purposes stated in Section 1, the expenditure of  $600,000.00, or so much therof as maybe necessary, be and is hereby authorized to be expended from the Office of Education, Division 40-04, Fund 010, Object level 3336, OCA code 404004. The expenditure of $156,000.00 or so much thereof as maybe necessary , be and is hereby authorized to be expended from the Office of Education, DIvision 40-04, Fund 248, OCA 404014, object level 01- 3336  $156,000.00.
 
Section 5 That for the reasons stated in the preamble hereto, which is herby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
