Explanation
BACKGROUND: On August 2, 2010, the Board of Health was awarded grant monies through the Ohio Department of Health, from the Centers for Disease Control, for the 2011 Public Health Emergency Preparedness Grant Program. On March 19, 2011, the Board of Health was awarded additional grant monies for the 2011 Public Health Emergency Preparedness Grant / PHER Focus Area 3 Operations. These supplemental funds must be spent by July 30, 2011. The Board has identified the need for marketing and development of a county-wide mass communication infrastructure.
This ordinance is needed to authorize two contracts to evaluate and develop a county-wide mass notification infrastructure and marketing of the mass notification plan for the time period April 1, 2011 through July 30, 2011. Because the grant period is less than five months, there is not sufficient time to solicit bids for this project. Therefore, this is an emergency ordinance that waives the competitive bidding provisions of the City Code.
Ologie, LLC (Contract Compliance No. 470900381) will develop the marketing strategy and has an active contract compliance number through 03/29/13. Everbridge (Contract Compliance No. 262919312) will develop a county-wide mass communication system.
FISCAL IMPACT: The monies for these two contracts are provided for in the 2011 Public Health Emergency Preparedness Grant / PHER Focus Area 3 Operations.
