This legislation authorizes the Public Service Director to enter into a contract in an amount up to $738,725.05 for the Traffic Calming - 2003 project and to pay construction inspection costs up to $94,483.00.  This project details the construction of asphalt speed humps and raised intersection tables in accordance with the plans, specifications and estimates for the improvement.  The Traffic Calming projects are located on or near Alcott Road, Cherry Creek Parkway, Crawford Drive, Faber Avenue, Gatehouse Lane, Gates Street, Hampton Road, Hiawatha Park Drive, Hilock Road, Ivyhurst Drive, Kilbourne Avenue, Roswell Drive, Ponderosa Drive, Saranac Drive and Springdale Boulevard.  This project has a contract duration of 120 days.  This project was advertised in The City Bulletin.  In addition, bids were solicited from four venders (3 majority, 1 minority) and received from two vendors (2 majority, 0 minority).  This project was bid with 5 alternates.  Since the sum of the base bid and alternate totals remains within the approved budget for Traffic Calming - 2003, all 5 alternates are being accepted.  Bids were opened on June 5, 2003 and were tabulated as follows:  
 
Strawser Paving Company, Inc. (majority)         $738,725.05
Decker Construction Company (majority)         $795,390.00
 
Award is being made to Strawser Paving Company, Inc., cc# 31-4412354 (expires September 30, 2003), as the lowest, best, most responsive and most responsible bidder.  
 
Fiscal Impact:  Monies are available and budgeted in the Pedestrian Safety Improvements project within the 1995, 1999 Voted Streets and Highways Fund.  
 
Emergency action is requested for immediate execution of the construction contract so that construction may begin and be completed during the 2003 construction season.

Body
WHEREAS, bids were received and tabulated on June 5, 2003 for the Traffic Calming - 2003 project; and
 
WHEREAS, a satisfactory low bid has been received; and
 
WHEREAS, it is necessary to provide for construction inspection; and
 
WHEREAS, an emergency exists in the usual daily operation of the Transportation Division, Public Service Department, in that the contract for Traffic Calming 2003 project should be awarded immediately so that the work may proceed without delay, thereby preserving the public health, peace, property, safety and welfare; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and is hereby authorized to enter into a contract for the Transportation Division with Strawser Paving Company, Inc., 1595 Frank Road, Columbus, Ohio 43223 for the Traffic Calming - 2003 project in the amount of $738,725.05 in accordance with the specifications and plans therefore on file in the office of the City Engineer, which are hereby approved; to obtain the necessary inspection costs and to pay up to a maximum of $94,483.00 therefor.
 
SECTION 2.  That for the purpose of paying the cost of the contract and inspection, the sum of $833,208.05 or so much thereof as may be needed, is hereby authorized to be expended for the Traffic Calming - 2003 project from Fund 704, the 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6631, OCA Code 644377, Project 590105.
 
SECTION 3.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
