Explanation
BACKGROUND: This legislation authorizes the Director of the Department of Development to modify the current contracts of various social service agencies throughout Central Ohio to continue the provision of services for an additional 12 months. The total amount of these contract modifications is $1,204,983.00.
This ordinance represents programs to be funded following the Department of Development's competitive procurement process. The legislation targets those social service agencies that will provide help to families and households through access to self-sufficiency, counseling, transportation, youth programs, childcare, senior services and treatment services. In addition, the city supports programs and activities so that the greater population is assured access to information, technical and other community assistance. These programs include childcare and housing referral, literacy education, community mediation, and planning activities. This funding will allow the process to continue.
This ordinance is an emergency due to these agencies accruing program expenses associated with operations.
FISCAL IMPACT: In 2006, a total of $3,303,292.00 has been allocated to fund social service programs through the General Fund.

To authorize the Director of the Department of Development to modify contracts with various social service agencies for the continued provision of program services; and to authorize the expenditure of $1,204,983.00 from the General Fund; and to declare an emergency. ($1,204,983.00)
Body
WHEREAS, the Director of the Department of Development desires to modify the current contracts of various social service agencies for the continued provision of social services; and
WHEREAS, these programs include childcare, senior care and housing referral, material assistance, counseling, workforce development programs, school initiatives, technical assistance and planning activities; now therefore and
WHEREAS, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to modify the contracts of various social service agencies all for the preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of the Department of Development be and is hereby authorized to modify the contracts of the various agencies as listed in Section 3 by extending the contract periods 12 months and by increasing the contract amounts as indicated.
Section 2. That these modifications are made pursuant to Section 329.16 of the Columbus City Codes, 1959, as amended.
Section 3. That for the purpose as stated in Section 1, the expenditure of $1,204,983.00, or so much thereof as may be necessary, be and is hereby authorized to be expended from the General Fund, Department of Development, Department No. 44-05, Fund 010, Object Level One 03, Object Level Three 3337, OCA Code 440280, as follows:

Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
