Explanation
The engineering services will be used for detailed engineering for a connector from the Scioto Trail south of Main Street to a trail underpass being constructed with the new Main Street bridge. Work will include field survey, subsurface investigation, hydraulic analysis, retaining wall design, permitting, final plans, and final cost estimate necessary to develop a fully-accessible connection.
This engineering contract will be the second phase of the Scioto Trail Main Street Bridge Connector. The plans will develop the preferred alternative set forth in the Preliminary Engineering Report.
This connector will provide connectivity for cyclists and pedestrians from the Scioto Trail to an underpass beneath the Main Street bridge. The connector will allow for north and south travel along the path without an at-grade crossing of Main Street. The project increases safety for the cyclists, pedestrians, and motorists.
The project is identified as a key improvement in the Central Ohio Greenways Plan.
The Contract Compliance No. for EMH&T is 31-0685594. Contract compliant through 09/21/2011. An MBE will be utilized, CTL Engineering, Contract Compliance #31-0680767.
Emergency legislation is requested so that the project can begin immediately and allow for the project to be constructed concurrent with the opening of the Scioto Mile Park.

To authorize the Director of Recreation and Parks to enter into contract with EMH&T for professional services related to the Scioto Trail-Main Street Bridge Connector; to authorize an expenditure of $85,023.00 from the Voted 1999/2004 Parks and Recreation and Bond Fund; and to declare an emergency. WHEREAS, this engineering contract for EMH&T will be the second phase of the Scioto Trail Main Street Bridge Connector; and
WHEREAS, this connector will provide connectivity for cyclists and pedestrians from the Scioto Trail to an underpass beneath the Main Street bridge. The connector will allow for north and south travel along the path without an at-grade crossing of Main Street. The project increases safety for the cyclists, pedestrians, and motorists; and
WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to enter into contract so that the project can begin immediately, to allow for the project to be constructed concurrent with the opening of the Scioto Mile Park , and for the immediate preservation of the public health, peace, property and safety; NOW, THEREFORE
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Director of Recreation and Parks be and is hereby authorized and directed to enter into contract with EMH&T in accordance with plans and specifications on file in the Recreation and Parks Department.
Section 2. That the expenditure of $85,023.00 or so much thereof as may be necessary, be and is hereby authorized from the:
Voted 1999/2004 Recreation and Parks Bond Fund
Fund 702 / Obj Level 3# 6681 / OCA#644526 /Project #510316-100000
Section 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this legislation.
Section 4. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or 10 days after passage if the Mayor neither approves nor vetoes the same.
