Title: To amend the Department of Public Safety's 2014 Capital Improvements Budget; to authorize and direct the Finance and Management Director to issue a purchase order for the Division of Fire for Sensit P-400 multi gas monitors from an existing Universal Term Contract with Kenco Fire Equipment, to authorize the expenditure of $41,724.00 from the General Permanent Improvement Fund, and $58,276.00 from the Safety G. O. Bond; and to declare an emergency. ($100,000.00)
Explanation
BACKGROUND:  This legislation authorizes the Finance and Management Director to issue a purchase order for Sensit P-400 multi gas monitors and related equipment for the Division of Fire from the existing Universal Term Contract established by the Purchasing Office with Kenco Fire Equipment.  This purchase will replace the entire inventory of existing gas monitors used by Fire Division personnel deployed on engines, ladders and rescues; the current gas monitors have been in use for approximately 10 years, and have subsequently been discontinued and are in immediate need of replacement.  These monitors detect and warn of various poisonous gases that may be present on emergency scenes, providing CFD personnel with a valuable and potentially life-saving tool when responding to daily emergencies.
Bid Information:  A Universal Term Contract exists with Kenco Fire Equipment for these purchases; FL005771 expires 03/31/16.

Emergency Designation:  Emergency action is requested as funds are needed immediately to purchase said gas monitors and replace the entire stock of the currently employed monitor which has been discontinued.
FISCAL IMPACT:   This ordinance authorizes an expenditure of $58,276.00 from Public Safety's Capital Improvement Funds and $41,724 from Safety's General Permanent Improvement  Funds; an amendment to the 2014 CIB, previously amended by Ordinance 0872-2014, is necessary for this expenditure.

Body
WHEREAS,  the Fire Division employs multi gas sensors at emergency scenes to detect and alert personnel to the presence of poisonous gases; and
 
WHEREAS,  the current gas monitor used by the Fire Division has been discontinued, and the entire inventory is in need of immediate replacement; and
WHEREAS,  a Universal Term Contract established by the Purchasing Office exists for these multi gas monitors; and
 
WHEREAS,  it is necessary to amend the 2014 Capital Improvement Budget and to transfer cash between projects in the Safety Voted Bond Fund; and
WHEREAS,  an emergency exists in the usual daily operation of the Department of Public Safety, Division of Fire, in that it is immediately necessary to purchase this equipment to replace the monitors which have been discontinued for the immediate preservation of the public health, peace, property, safety and welfare; now, therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1.  That the 2014 Capital Improvement Budget is hereby amended as follows:

SECTION 2.  That the City Auditor is hereby authorized and directed to transfer funds within Public Safety's G. O. Bond Fund 701 as follows:

SECTION 3.  That the Finance and Management Director be and is hereby authorized and directed to issue a purchase order for the purchase of Sensit P-400 multi gas monitors for the Division of Fire in accordance with the existing Universal Term Contract established with Kenco Fire Equipment by the Purchasing Office for such purpose.
 
SECTION 4.  That the expenditure of $100,000.00, or so much thereof as may be necessary, be and is hereby authorized as follows:

SECTION 5.  That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish accounting codes as necessary.
SECTION 6.  That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project; except that no transfer shall be so made from a project account funded by monies from more than one source.
 
SECTION 7.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
