Explanation
BACKGROUND: This legislation authorizes the Director of Finance and Management to modify and increase the Office of Construction Management's professional service contract (authorized by Ordinance No. 2146-2005, passed 12/14/2005) with Mull & Weithman Architects for the design, consulting, and construction administration services in order to produce the new Far East Neighborhood Policing Center. Mull & Weithman Architects is responsible for producing the design of a facility, progressive meetings with the City and the community through the completion of agreed upon final product, renderings, drawings, specifications, the bid process, and construction administration.
The contract modification is necessary as it will provide for the payment of additional services that exceeded the original base scope.
Emergency action is requested to complete the project design work as soon as possible in order to maintain the identified construction schedule, thereby providing needed public safety services to the far east side neighborhoods as quickly as possible.

FISCAL IMPACT: The modification amount requested under this ordinance is $36,580.00. The amount of the original contract is $156,500.00 for a contract total, including this modification, of $193,080.00.

To authorize the Director of Finance and Management to modify and increase an existing professional services contract with Mull & Weithman Architects in connection with the new Far East Neighborhood Policing Center, to authorize the additional expenditure of $36,580.00 from the Safety Voted Bond Fund, and to declare an emergency. ($36,580.00).

WHEREAS, there were several increases in the architectural and engineering services relative to the original project scope, including: research, revisions, and field visits associated with the addition of the Pride Center as part of the project program, and the discovery of a previously unknown sanitary sewer line and easement located below the proposed building site; and
WHEREAS, it is necessary to modify and increase this contract in order to design and administer the construction of a new Far East Neighborhood Policing Center; and
WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, Office of Construction Management, in that it is immediately necessary to authorize the Director of Finance and Management to modify and increase the existing professional services contract with Mull & Weithman Architects; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of Finance and Management is hereby authorized to modify and increase a contract with Mull & Weithman Architects for the design and construction administration of a new Far East Neighborhood Policing Center.
SECTION 2. That the expenditure of $36,580.00, or so much thereof that may be necessary in regard to the action authorized in Section 1, is hereby authorized and approved as follows:

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves or vetoes the same.
