Explanation
This ordinance authorizes the Director of the Department of Building and Zoning Services (BZS) to enter into a not-for-profit grant agreement with Columbus City Schools (CCS), a governmental organization, in support of its Work-Based Learning opportunities for students from November 1, 2025 through October 31, 2026. This grant will furnish approximately 400 students in construction related disciplines with essential safety equipment and tools that allow them the chance to engage in these pursuits. CCS has an advantage over BZS in its ability to reach young people in Columbus and provide them the opportunity to be trained in the trades. BZS agrees to reimburse CCS for the actual total cost of the items, not to exceed $58,400.00.

WHEREAS, Ordinance No. 1350-2017 authorized an amendment to Columbus City Codes to allow the Department of Building and Zoning Services to use its revenue to fund education and career-based training programs in partnership with the construction industry and Columbus City Schools; and
WHEREAS, Ordinance No. 1744-2017 created the Construction Trades Education Program Subfund; and
WHEREAS, there is a desire to appropriate and transfer $58,400.00 in the Development Services fund to the Special Purpose Fund; and
WHEREAS, the Director of the Department of Building and Zoning Services (BZS) seeks to enter into a grant agreement with Columbus City Schools (CCS), a non-profit organization, in support of its Work-Based Learning opportunities for students; and
WHEREAS, this grant will furnish approximately 400 students in construction related disciplines with essential safety equipment and tools that allow them the chance to engage in these pursuits; and
WHEREAS, BZS agrees to reimburse CCS for the actual total cost of the items, not to exceed $58,400.00
WHEREAS, Columbus City Schools has an advantage over the Department of Building and Zoning Services in its ability to reach young people in Columbus and provide them the opportunity to be trained in the trades; and
WHEREAS, it is now necessary to authorize the Director of the Department of Building and Zoning Services to enter into a non-profit grant agreement with Columbus City Schools from November 1, 2025 through October 31, 2026 to provide safety equipment and tools to students taking advantage of Work-Based Learning opportunities; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Director of the Department of Building and Zoning Services is hereby authorized to enter into a not-for-profit grant agreement with Columbus City Schools in the amount of $58,400.00 from November 1, 2025 through October 31, 2026 in support of Work-Based Learning opportunities for students.
SECTION 2. That the City Auditor is hereby authorized and directed to appropriate $58,400.00 in the Development Services Fund, Fund 2240, Subfund 000000, to the Department of Building and Zoning Services per the accounting codes in the attachment to this ordinance. (See Ord. 2159-2025 Attachment)
SECTION 3. That the City Auditor is hereby authorized to transfer $58,400.00 from the Development Services Fund to the City's Special Purpose Fund, Fund 2223, Construction Trades Education Program Subfund, Subfund No. 222351, per the accounting codes in the attachment to this ordinance. SECTION 4. That an amount up to, but not to exceed, the cash in the fund not encumbered for any other purpose is hereby appropriated within the City's Special Purpose Fund, Fund 2223, Construction Trades Education Subfund, Subfund No. 222351, per the accounting codes in the attachment to this ordinance. SECTION 5. That the expenditure of $58,400.00 within the Special Purpose Fund, Construction Trades Education Subfund is hereby authorized to support these opportunities per the accounting codes in the attachment to this ordinance. (See Ord. 2159-2025 Attachment)
SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 7. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 8. That this grant agreement is entered into under the provisions of Section 111.14 of the Columbus City Codes.
SECTION 9. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
