Explanation
 
BACKGROUND:  The original contract for the South Wellfield Expansion provided for engineering design and construction administration services for the expansion of the well fields serving the Parsons Avenue Water Plant. The original contract scope was based on the recommendations of the Water Beyond 2000 project which was a planning document.  Upon initiating detailed design it became necessary to increase the project scope and fee for additional services associated with test drilling, additional monitoring well installations and miscellaneous design changes to the collector well structures, these items were included in the first contract modification.
 
The first contract modification also increased the project scope and fee to undertake water supply / master planning efforts associated with the sand and gravel operations currently underway along the west side of US 23 and south of Interstate Route 270.  The City of Columbus currently owns and operates four collector wells in Southern Franklin County, which provide the source of supply of the Parsons Avenue Water Plant (PAWP).  The gravel/quarry operator (Olen) is planning to extend its operation further south and also is planning to quarry the limestone that exists below the sand and gravel.  This mining operation will be completed in phases in the vicinity of the existing collector wells.  Due to these additional mining activities, it is essential for the City to evaluate the potential impacts on water supplies to the PAWP and develop both short-term and long-range plans to address related impacts.  The first modification provided for additional engineering design for the master planning efforts.
 
The above referenced master planning efforts are complete; however the original contract work was suspended during the completion of the master planning work.  This contract modification is to extend the contract completion date for the original scope of work, and to adjust wage rates for the years from 2006 to 2008.  In addition the collector wells and vertical wells projects will now be bid and constructed as separate projects (5 separate construction contracts) in lieu of the originally anticipated 3 separate contracts.  Engineering fees for Construction Administration / Construction Inspection are being adjusted accordingly with this contract modification.
 
CC  329.16 CONTRACT MODIFICATIONS:
1.      Amount of additional funds to be expended under this modification: $153,130.00.  
2.      The extent of additional services provided are needed due to extending the contract completion date for the original scope of work, and to adjust wage rates for the years from 2006 to 2008.    In addition the collector wells and vertical wells projects will now be bid and constructed as separate projects (5 separate construction contracts) in lieu of the originally anticipated 3 separate contracts.         
3.      The work under this contract modification is a continuation of work previously performed by the Consultant, therefore, no other processes were used for procurement of these services.
4.      The cost of this modification is based on material and labor, and was negotiated between the Consultant and the City, as documented by the Consultant's quotation letters, and verified by the Project Engineer.

FISCAL IMPACT:  The last authorization for expenditures for this project occurred July 19, 2004 to modify the original contract in the amount of $422,592.00. The original authorization for expenditures for this project occurred November 12, 2001 in the amount of $1,210,000.00.  $954,501 was budgeted in the 2006 C.I.B. and the project is being funded from current monies.

WHEREAS: Contract No. EA-025198-002 was authorized by Ordinance No. 1805-01,  passed November 12, 2001, was executed January 25, 2002 and approved by the City Attorney on February 20, 2002, and
 
WHEREAS: This contract was subsequently modified by Contract EL004639 which was authorized by Ordinance No. 1077-2004, passed July 19, 2004, was executed September 19, 2004 and approved by the City attorney September 23, 2004, to provide for undertake water supply / master planning efforts, and
 
WHEREAS:   Extending the contract completion date for the original scope of work, and to adjust wage rates for the years from 2006 to 2008 due to project delays during the master planning efforts, and
 
WHEREAS:  The collector wells and vertical wells projects will now be bid and constructed as separate projects (5 separate construction contracts) in lieu of the originally anticipated 3 separate contracts which will increase the Construction Administration/Construction Inspection fees, and
 
WHEREAS: It is necessary to modify Contract No. EA-025198-002 to provide for South Wellfield Expansion - Well Installation project, and    
 
WHEREAS: This modification provides for an increase of $153,130.00 to this contract, and
 
WHEREAS: It is necessary to authorize the Director of Public Utilities to modify Contract No. EA-025198-002, for South Wellfield Expansion - Well Installation project, for the preservation of public health, peace, property and safety now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS
 
Section 1.  The Director of Public Utilities be and is hereby authorized to modify Contract No. EA-025198-002 with URS Corporation in the amount of $153,130.00, for South Wellfield Expansion - Well Installation project, for the Division of Power and Water , Department of Public Utilities, Contract No. 1000, terms and conditions of which are on file in the office of the Division of Power and Water .
 
Section 2.  That for the purpose of paying the cost thereof, the expenditure of $153,130.00 is hereby authorized from the Waterworks Enlargement Voted 1991 Bonds Fund, Fund 606, Department of Public Utilities, Division of Power and Water , Dept./Division No. 60-09, Object Level Three 6623, Project No. 690359, OCA Code 642900.
 
Section 3.  The City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project; that the project has been completed and the monies are no longer required for said project except that no transfer shall be made from a project account funded by monies from more than one source.
 
Section 4.  That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
