Explanation
This ordinance amends Ordinance 1676-2025, passed by City Council on June 23, 2025, by adding the term for the authorized grant agreement and correcting the scope of the agreement.
Under this amendment, the grant agreement will include funds to support both the “S.M.A.R.T.” summer enrichment programming and also the literacy and character-building programming (“Level Up”) provided by Urban Resurrection Community Development Corporation. There is no change to the funding amount. This ordinance authorizes a reimbursement to Urban Resurrection Community Development Corporation for expenses incurred from June 16, 2025 to the present and through the term of the grant agreement associated with the execution of the “S.M.A.R.T.” and “Level Up” programs.
Emergency Designation: Emergency action is requested so that a timely reimbursement can be provided to the Urban Resurrection Community Development Corporation for their summer programming that launched on June 16th.
Fiscal Impact: No additional funds are required under this amendment.

WHEREAS, Ordinance 1676-2025 authorized a grant agreement with the Urban Resurrection Community Development Corporation and was passed by Columbus City Council on June 23, 2025; and
WHEREAS, the ordinance did not set effective dates of the grant agreement or cover the entirety of the scope of the grant agreement; and
WHEREAS, the City Clerk seeks to amend the ordinance to add the dates of the grant agreement and update the scope of the agreement; and
WHEREAS, an emergency exists in the office of the City Clerk in that it is immediately necessary to authorize the amendment to Ordinance 1676-2025 so that the appropriate corrections to the grant agreement can be made and timely reimbursement be provided as the summer programming launched June 16, 2025, all for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Section 1 of Ordinance No. 1676-2025 is hereby amended to correct the scope of the grant agreement and to establish the effective date of the agreement, as follows, with additions in underline and deletions in strikethrough:
SECTION 1. That the City Clerk is hereby authorized to enter into a grant agreement with the Urban Resurrection Community Development Corporation in support of their “S.M.A.R.T.” summer enrichment programming and their “Level Up” literacy and programming for 3rd & 4th grade students, in an amount not to exceed $15,000.00, and to allow for the reimbursement of expenses prior to the purchase order, and that the grant agreement shall be in effect until July 15, 2026.
SECTION 2. That existing Section 1 of Ordinance No. 1676-2025 is hereby repealed.
SECTION 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
