Explanation
BACKGROUND: This ordinance authorizes the Executive Director of the Civil Service Commission, on behalf of the Department of Public Safety, to establish modification No. 1 for contract No. PO568166 with OhioHealth Corporation dba OhioHealth Employer Services, LLC for the purchase of services for Police-Fire Surgeon Pre-Employment Physical and/or Cardiovascular Screening of Police and Fire Candidates.
The Civil Service Commission solicited and opened formal bids on April 3, 2026, for the subject services in accordance with the provisions of Section 329.18 - Competitive Sealed Bidding, (RFQ032337). The contract was awarded to OhioHealth Corporation dba OhioHealth Employer Services, LLC under contract No. PO568166. When the contract was bid, the vendor inadvertently missed including the charge for the Comprehensive Metabolic Panel test, in the amount of $24.00/per test for year 1, with incremental price increases of $24.96 for year 2, and $25.96 for year 3, for potential Police recruit candidates. This modification No. 1 will allow for the charge to be added to the contract. This ordinance authorizes the payment for this charge to be made for all past, present and future tests for the duration of this contract.
FISCAL IMPACT: Funding in the estimated amount of $3,360.00 is available and appropriated for the payment of this expenditure in the General Fund, Fund 1000, within the Civil Service Commission as noted in the attached “Then and Now Certificate” as approved by the City Auditor. This estimate is because it has not yet been determined how many potential Police recruit candidates will need to be tested for both the August and December classes. This estimate is based on the testing of potentially 70 candidates per class, at a rate of $24.00 per test.
SUPPLIER: OhioHealth Corporation dba OhioHealth Employer Services, LLC (Vendor #006104) MAJ expires 10/29/2027.
The company is not debarred according to the Excluded Party Listing of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
EMERGENCY DESIGNATION: The Civil Service Commission respectfully requests this legislation be considered for emergency action to allow for the modification of the contract to proceed in order to add this additional test with incremental price increases each year, and for the prompt payment of services rendered for all past, present and future charges for this test.
