Explanation
BACKGROUND: This legislation authorizes the Development Director to enter into an agreement with the S. G. Loewendick & Sons, Inc. for the demolition of the structures at the Woodland Meadows apartment complex. Formal bids were solicited through Solicitation No. SA 002356. The following ten bids were received on April 9, 2007:

The evaluation committee selected S. G. Loewendick & Sons, Inc. as the most responsive, responsible and best bidder.
Emergency action is requested so that the demolition of these structures will not be delayed.
FISCAL IMPACT: Funds are available within the Special Income Tax Fund No. 430 for this purpose.

To authorize the Development Director to enter into contract with S. G. Loewendick & Sons, Inc. for the demolition of the Woodland Meadows Apartments; to authorize the appropriation and expenditure of $2,425,000 from the Special Income Tax Fund; and to declare an emergency. ($2,425,000.00)

Whereas, formal bids were solicited through Solication No. SA 002356; and
Whereas, a responsive and responsible bid has been received; and
Whereas, it is necessary to enter into contract with S. G. Loewendick & Sons, Inc. for the demolition of the Woodland Meadows Apartments; and
Whereas, an emergency exists in the usual daily operation of the Department of Development in that it is immediately necessary to authorize the Development Director to enter into contract with S. G. Loewendick & Sons for the demolition of the Woodland Meadows Apartments, thereby preserving the public health, peace, safety, and welfare; now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Development Director is authorized to enter into contract with S. G. Loewendick & Sons, Inc. for the demolition of the Woodland Meadows Apartments.
Section 2. That the sum of $2,425,000, or so much thereof as may be necessary, be appropriated and is hereby authorized to be expended from the Special Income Tax Fund No. 430, Division 44-01, Object Level Three 6621, OCA Code 430444.
Section 3. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
