Explanation

BACKGROUND:   This ordinance authorizes the Public Service Director to enter into a contract for the Facilities Management Division with Storts Excavation Inc., for the renovation of a parking area at 120 West Gay Street.

The existing parking area does not have a storm sewer nor does it comply with current codes.   Renovations to the areas will include three new catch basins, three new trench drains and new asphalt.   Completion of these renovations will increase available vehicle parking by 20 spaces.   

Formal bids were solicited and opened on May 20, 2003.  The following three bids were received (0 MBE, 0 MBE):

Storts Excavation, Inc.:                                 $ 41,225.00

Columbus Asphalt Paving:                          $ 45,050.00

Bale Contracting Inc.:                                   $ 52,827.00

Emergency action is requested to enable the project to be completed during the 2003 construction season.

Fiscal Impact: Funds for this renovation are budgeted in the Facilities Management Division's  Capital Improvement Budget.  Storts Excavation, Inc.'s, Contract Compliance Number is  311464608; expiration date 12/06/2004.  

Title

To authorize the Public Service Director to enter into a contract for the Facilities Management Division with Storts Excavation Inc. for renovation of a parking area at 120 West Gay Street, to authorize the expenditure of $41,225.00 from the Facilities Management Capital Improvement Fund, and to declare an emergency.  ($41,225.00)

Body

WHEREAS, it is necessary to renovate the storm sewer located at 120 West Gay Street; and

WHEREAS, formal competitive bids were opened on May 20, 2003; and

WHEREAS, an emergency exists in the usual daily operation of the Facilities Management Division, Public Service Department, in that it is immediately necessary to enter into contract with  Storts Excavation Inc. for renovation of a parking area at 120 West Gay Street, thereby preserving the public health, peace, property, safety, and welfare; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1. The Public Service Director is hereby authorized to enter into a contract for the Facilities Management Division with Storts Excavation Inc for renovation of a parking area at 120 West Gay Street.

SECTION 2. That the expenditure of $41,225.00, or so much thereof as may be necessary, is hereby authorized and approved as follows.
