1. BACKGROUND
This ordinance authorizes the Director of Finance and Management to associate all General Budget Reservations resulting from this ordinance with the Universal Term Contract for the purchase of (1) F350 4x4 Supercab Gasoline Truck, (1) Ford Explorer AWD and (3) F550 4x4 Gasoline Trucks for the Department of Public Service, Division of Infrastructure Management.
The Department of Public Service, Division of Infrastructure Management, is responsible for maintaining Columbus roadways. This includes filling potholes, street sweeping, mowing, alley resurfacing, and snow and ice removal. The Division of Infrastructure Management has a need to purchase (3) F550 4x4 Gasoline Trucks for snow and ice removal, as well as surface treatment in alleyways and throughout the City as needed. (1) F350 4x4 Supercab Gasoline Truck for snow and ice removal, as well as hauling equipment and general transportation to and from job sites. (1) Ford Explorer AWD to be utilized by outpost teams for daily visits of team members and hauling equipment to job sites or meetings. The division will replace the (1) F350 4x4 Supercab Gasoline Truck, (1) Ford Explorer AWD and (3) F550 4x4 Gasoline Trucks, with the division identifying the brass tags closer to the delivery of the vehicles. The City has a multiple-year Universal Term Contract established for this equipment with Ricart Properties, Inc.
The following Purchase Agreement association requires approval by City Council in order to expend more than $100,000.00 on a Universal Term Contract, per City Code 329.19(g):

Searches in the System for Award Management (Federal) and the Findings for Recovery list (State) produced no findings against Ricart Properties, Inc.
2. CONTRACT COMPLIANCE INFORMATION
The contract compliance number for Ricart Properties, Inc. is CC004963 and expires 01/09/2026.
3. FISCAL IMPACT
Funds are budgeted and available for this expenditure from the Municipal Motor Vehicle Tax Fund, Fund 2266.
4. EMERGENCY DESIGNATION
The department requests emergency designation for this legislation so that the equipment can be ordered while the time-sensitive quote is valid, built and be available before the next winter season to prevent a shortage of trucks used for plowing snow and spreading salt as well hauling materials and equipment.

WHEREAS, the Department of Public Service, Division of Infrastructure Management, is responsible for maintaining Columbus roadways; and
WHEREAS, the Purchasing Office established PA007217 for light duty vehicles with Ricart Properties, Inc.; and
WHEREAS, the Division of Infrastructure Management desires to purchase (1) F350 4x4 Supercab Gasoline Truck, (1) Ford Explorer AWD and (3) F550 4x4 Gasoline Trucks to assist with snow and ice removal and road maintenance and hauling equipment to job sites or meetings; and
WHEREAS, the Director of Finance and Management will associate all general budget reservations with the appropriate universal term contracts with Ricart Properties, Inc. in accordance with the terms, conditions and specifications of PA007217 on file in the Purchasing Office; and
WHEREAS, City Council approval is required to expend more than $100,000.00 on a Universal Term Contract without bidding the purchase; and
WHEREAS, it is necessary to authorize the expenditure of up to $274,440.00 with Ricart Properties, Inc. for the purchase of the (1) F350 4x4 Supercab Gasoline Truck, (1) Ford Explorer AWD and (3) F550 4x4 Gasoline Trucks; and
WHEREAS, an emergency exists in the usual daily operations of the Department of Public Service, Division of Infrastructure Management in that it is immediately necessary to authorize the Director of Finance and Management to associate all general budget reservations with the appropriate universal term contracts with Ricart Properties Inc. for the purchase of said units so that the vehicles can be ordered while the time-sensitive quote is valid, built and be available before the next winter season to prevent a shortage of vehicles used for plowing snow and spreading salt as well hauling materials and equipment, for the immediate preservation of the public health, peace, property, safety, and welfare; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That City Council authorizes the expenditure of more than $100,000.00 with Ricart Properties, Inc., on Universal Term Contract PA007217, Light Duty Vehicles.
SECTION 2. That the Director of Finance and Management be and is hereby authorized to associate all General Budget Reservations resulting from this ordinance with the appropriate Universal Term Contract Purchase Agreement for the purchase of (1) F350 4x4 Supercab Gasoline Truck, (1) Ford Explorer AWD and (3) F550 4x4 Gasoline Trucks for the Division of Infrastructure Management.
SECTION 3. That the expenditure of $274,440.00, or as much thereof as may be necessary, is hereby authorized in Fund 2266 (the Municipal Motor Vehicle Tax Fund), Dept-Div 5911 (Division of Infrastructure Management) in Object Class 06 (Capital Outlay) per the account codes in the attachment to this ordinance.
SECTION 4. That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.
SECTION 5. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.
SECTION 6. That for reasons stated in the preamble hereto, where is hereby made a part hereof, this ordinance is hereby declared an emergency measure, which shall take effect and be in force from and after its passage and approved by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
