Explanation
1. BACKGROUND
The Department of Public Service, Division of Infrastructure Management, recently received a request from The Daimler Group Inc., on behalf of the OhioHealth Corporation (the Applicant), to name an existing service road, the same being a 0.928 acre tract of land conveyed to the State of Ohio, as recorded in OR 14797 C02, Franklin County Recorder’s Office, Ohio. Said service road is currently unnamed and is located to the south of West North Broadway and to the East of Olentangy River Road. Said service road is generally composed of a north-south section and an east-west section. The Applicant wishes to name the north-south section OhioHealth Parkway and the east-west section Healthy Community Way.
The Applicant is constructing its new corporate headquarters in this area. The Applicant has dedicated additional right-of-way with plat titled “OhioHealth Parkway Dedication and Easements”. The existing roadway will be improved to provide better access to and from West North Broadway and Olentangy River Road. The above mentioned street naming will make way-finding to its new headquarters easier for employees and business partners.
The proposed names, “OhioHealth Parkway” and “Healthy Community Way”, conform to the Division’s current street naming convention and have been reserved until such time that this request has been completed or denied. The Division of Infrastructure Management has circulated concurrent notification to the City’s Historic Preservation Office, and Divisions of Fire, Police, Refuse, Street Maintenance, and Infrastructure Management without objection. The Division of Infrastructure Management has obtained concurrence from adjoining property and business owners whose current addresses will not be affected by this street naming.
2. FISCAL IMPACT

3. EMERGENCY JUSTIFICATION
Emergency action is requested to allow the development of this area to proceed as currently scheduled.

WHEREAS, the Department of Public Service, Division of Infrastructure Management, recently received a request from The Daimler Group Inc., on behalf of the OhioHealth Corporation (the Applicant), to name a service road OhioHealth Parkway and Healthy Community Way; and
WHEREAS, the Applicant is constructing its new corporate headquarters in this area. The Applicant has dedicated additional right-of-way with plat titled “OhioHealth Parkway Dedication and Easements”. The existing roadway will be improved to provide better access to and from West North Broadway and Olentangy River Road; and
WHEREAS, the above mentioned request will make way-finding to its new headquarter easier for employees and business partners; and
WHEREAS, the proposed names, “OhioHealth Parkway” and “Healthy Community Way”, conform to the Division’s current street naming convention and have been reserved until such time that this request has been completed, or denied; and
WHEREAS, the Division of Infrastructure Management has circulated concurrent notification to the City’s Historic Preservation Office, and Divisions of Fire, Police, Refuse, Street Maintenance, and Infrastructure Management without objection; and
WHEREAS, the Division of Infrastructure Management has obtained concurrence from adjoining property and business owners whose current addresses will not be affected by this street naming; and
WHEREAS, the cost of installing street signs will be funded by the project; and
WHEREAS, the Applicant has satisfactorily completed all of the requirements for naming of a city street; and
WHEREAS, an emergency exists in the usual daily operations of the Department of Public Service in that it is necessary to immediately name the referenced streets to allow the development of this area to proceed as currently scheduled; and now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:
SECTION 1. That City of Columbus hereby names the north-south section of the service road OhioHealth Parkway and the east-west section of the service road Healthy Community Way.
SECTION 2. That for the reasons stated in the preamble of this ordinance, which are fully incorporated into this ordinance as if rewritten, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its adoption and approval by the mayor or ten (10) days after its adoption if the mayor neither approves nor vetoes this ordinance.
