DEVELOPMENT COMMISSION RECOMMENDATION: Approval (4-0) on October 10, 2024.
CITY DEPARTMENTS' RECOMMENDATION: Approval. The site consists of one undeveloped parcel in the R, Rural District. The applicant requests the ARLD, Apartment Residential District for multi-unit residential development. A residual 0.35± acre portion of the parcel will be retained in the R, Rural District for agricultural purposes. The site is within the boundaries of the South East Land Use Plan (2018) which recommends “Low-Medium Density Residential” of 6-10 dwelling units per acre and “Private Open Space.” Although the ARLD district allows density that exceeds the Plan recommendation, staff notes that there are developments of similar density north of Shannon Road, and therefore supports the proposed district. Concurrent Council variance Ordinance #3407-2024 (CV24-076) proposes an apartment complex containing a maximum of 312 units with a commitment to a site plan. That request includes variances to parking lot screening requirements, lot size, perimeter yard, and also includes traffic-related commitments.

WHEREAS, application #Z24-025 is on file with the Department of Building and Zoning Services requesting rezoning of 24.46± acres from R, Rural District, to ARLD, Apartment Residential District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the requested ARLD, Apartment Residential District will allow a multi-unit residential development that is consistent with the surrounding zoning and development patterns. The proposal also aligns with the City’s objectives for providing more housing units; now, therefore:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:

The above description was prepared by Advanced Civil Design Inc. on May 20, 2024 and is based on existing Franklin County Auditor records, Franklin County Recorder records and an actual field survey conducted in April 2023 and January 2024.

The basis of bearings used for this exhibit are based on the NAD83 Ohio State Plane Coordinate System, South Zone (NSRS 2011) which determines the bearing for the common line of Section 10 and Section 11 to be S 04°20’08” W between FCGS 5468 and FCGS 9946.

SECTION 2. That a Height District of thirty-five (35) feet is hereby established on the ARLD, Apartment Residential District on this property.
SECTION 3. That the Director of the Department of Building and Zoning Services be, and is hereby authorized and directed to make the said changes on the said online zoning map in the office of the Department of Building and Zoning Services.
SECTION 4. That the traffic-related commitments for this area have been established and are contained in the commitments for Council Variance application #CV24-076, as adopted by Ordinance #3407-2024.
SECTION 5. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
