Background:
 
This legislation will authorize the City Attorney to accept a grant in the amount of $44,479.00 from the Franklin County Board of County Commissioners for the Bilingual Domestic Violence Courtroom Advocate program within the City Attorney's Office.
 
The Bilingual Domestic Violence Courtroom Advocate grant is a new grant that will enable the hiring of one full time advocate to assist witnesses and victims of domestic violence through the legal process and provide counseling and referral linkage with agencies and community  resources.
 
Fiscal Impact: The City Attorney's Office will provide a cash match of $14,826.00 to fulfill its obligations under this grant.

To authorize the City Attorney to accept a grant in the amount $44,479.00 from the Franklin County Board of County Commissioners for the Bilingual Domestic Violence Courtroom Advocate program, to appropriate the grant funds for that purpose and to declare an emergency.
 
Body
 
WHEREAS, the Franklin County Board of Commissioners has awarded the City Attorney's Office a grant in the amount of $44,479.00 for the Bilingual Domestic Violence Courtroom Advocate program, and
 
WHEREAS, an emergency exists in the usual daily operation of the City Attorney's Office, in that it is necessary to immediately accept the grant money for the continuance of the program and for the preservation the pubic health, peace, property, safety and welfare, and, now therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:
 
SECTION 1.  That the City Attorney be and hereby is authorized to accept a grant in the amount of Forty-four Thousand Four Hundred Seventy-nine and no/100 Dollars ($44,479.00) from the Franklin County Board of Commissioners.
 
SECTION 2. That from the General Grant Fund the following allocation is hereby authorized:

SECTION 3.   That the monies appropriated in the foregoing section shall be paid upon order of the City Attorney; and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
 
SECTION 4.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten (10) days after passage if the Mayor neither approves nor vetoes the same.
