DEVELOPMENT COMMISSION RECOMMENDATION: Approval (4-0) on December 12, 2024.
CITY DEPARTMENTS' RECOMMENDATION: Approval. The 17.2± acre site consists of one parcel developed with an office park in the L-C-2, Limited Commercial and L-C-4, Limited Commercial districts. The requested AR-O, Apartment Office District, proposed as Subarea 1 and Subarea 2, will allow a mixed-use development. While there is no Council adopted land use plan at this location, Staff support the proposed AR-O district to enable redevelopment of most of the site with multi-unit residential development, while also retaining an existing office building. The proposal is consistent with the City’s objective to provide more housing, while also preserving office uses for employment opportunities for these new residents. Additionally, the applicant proposes a lot split to separate Subareas 1 and 2 as individual parcels. A concurrent Council variance (Ordinance #0257-2025; CV24-139) has been filed requesting reduced development standards for a mixed-use development as depicted on the site plan included with that ordinance.

WHEREAS, application #Z24-057 is on file with the Department of Building and Zoning Services requesting rezoning of 17.2± acres from L-C-2, Limited Commercial District and L-C-4, Limited Commercial District, to AR-O, Apartment Office District; and
WHEREAS, the Development Commission recommends approval of said zoning change; and
WHEREAS, the City Departments recommend approval of said zoning change because the requested AR-O, Apartment Office District will allow the conversion of an office park into a mixed-use development by preserving one office buildings and the parking garage and redeveloping the remaining site with multi-residential development. The proposed AR-O district maintains a commercial component and also meets the City’s objective of creating more housing; and
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Official Zoning Map of the City of Columbus, as adopted by Ordinance No. 0179 -03, passed February 24, 2003, and as subsequently amended, is hereby revised by changing the zoning of the property as follows:
