BACKGROUND:  This legislation authorizes the Finance and Management Director to modify a contract on behalf of the Facilities Management Division with S.A. Comunale Company, Inc. for the replacement of the fire alarm system at the Police Range and SWAT facility. The existing fire alarm system is obsolete and is no longer being manufactured or supported.

The original contract was authorized by Ordinance No. 0800-2014, passed by City Council on April 23, 2014.  An extension of this contract was authorized by Ordinance No. 0711-2015, passed by City Council on March 26, 2015, which represented the first of four one-year renewal options. 

This project will involve the complete replacement of the existing fire alarm system, including peripherals (fire panels, power supply, smoke detectors, pull stations, etc.).  This new system will meet all current Ohio Fire Code requirements and allow Central Station Monitoring by the Facilities Management Division. These renovations are necessary to ensure compliance with Ohio Fire Code and to replace the current system, which is obsolete, thus preserving employee safety.

Emergency action is requested to ensure that the existing fire alarm system can be replaced as quickly as possible.

S.A. Comunale Contract Compliance No. 34-1122758, expiration date October 16, 2016.

Fiscal Impact:  This ordinance authorizes an expenditure of $43,179.40 from the Public Safety Capital Fund with S.A. Comunale Company for replacement of the fire alarm system at the Police Range and SWAT facility.

WHEREAS, it is necessary to modify the existing contract with S.A. Comunale Company, Inc. for the replacement of the fire alarm system at the Police Range and SWAT facility; and

WHEREAS, these renovations are necessary to ensure compliance with Ohio Fire Code and to replace the current system, which is obsolete, thus preserving employee safety; and

WHEREAS, an emergency exists in the usual daily operation of the Department of Finance and Management, Facilities Management Division, in that it is immediately necessary to authorize the Director to modify a contract with S.A. Comunale Company, Inc. to ensure that the existing fire alarm system at the Police Range and SWAT facility can be replaced as quickly as possible, thereby protecting the public health, property, peace, safety, and welfare; now, therefore:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

SECTION 1.  That the Finance and Management Director is hereby authorized and directed to modify an existing contract, on behalf of the Facilities Management Division, with S.A. Comunale Company, Inc. for the replacement of the fire alarm system at the Police Range and SWAT facility. 

SECTION 2.  That the expenditure of $43,179.40, or so much thereof as may be necessary in regard to the action authorized in SECTION 1, be and is hereby authorized and approved as follows:

SECTION 3That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.

SECTION 4.  That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance.

SECTION 5. That the City Auditor is hereby authorized to transfer the unencumbered balance in a project account to the unallocated balance account within the same fund upon receipt of certification by the Director of the Department administering said project that the project has been completed and the monies are no longer required for said project.

SECTION 6.  That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
