Explanation
Need: The Division of Police needs to purchase six (6) airborne monitors for helicopters. This purchase will replace used and outdated equipment currently in use. The new monitors will be used with the new computer system installed in each helicopter earlier this year.
Bid Information: Two bids were received in the Purchasing Office for Bid # SA002028JY, Monitors for Helicopters on July 27, 2006 were CavAir Completion Center Corporation at $9750.00 each and Summit Helicopters, Inc. at $7395.00 each.
Summit Helicopters Inc. was the lowest and best bid received per specification, therefore a contract should be awarded to them.
This company is not debarred according to the Federal excluded parties listing or prohibited from being awarded a contract according to the Auditor of State unresolved findings for recovery certified search.

Emergency Designation: Emergency legislation is requested for this ordinance so that monitors may be updated as quickly as possible.
FISCAL IMPACT:
Since this purchase will be made with Law Enforcement Seizure Funds, there will be no effect on the financial status of the General Fund.

To authorize and direct the Finance and Management Director to contract for the purchase of airborne monitors with Summit Helicopters, Inc. for the Division of Police, to authorize the expenditure of $44,370.00 from the Law Enforcement Contraband Seizure Fund; and to declare an emergency. WHEREAS, formal bid proposal SA002082JY for the purchase of airborne monitors for the Division of Police was received by the Purchasing Office on July 27, 2006; and
WHEREAS, there is a need to purchase six (6) airborne monitors for the Division of Police; and
WHEREAS, funds from the Law Enforcement Seizure Funds will supplement not supplant the purchase of airborne monitors from the General Fund; and
WHEREAS, an emergency exists in the usual operation in the Division of Police, Department of Public Safety, in that it is immediately necessary to purchase airborne monitors for the preservation of the public health, peace, property safety, welfare; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Finance and Management Director be and is hereby authorized and directed to enter into contract with Summit Helicopters, Inc. Co. of Columbus, Inc. for the purchase of six (6) airborne monitors for the Division of Police, Department of Public Safety on the basis of Summit Helicopter, Inc.'s bid being the lowest and most responsive bid received.
Section 2. That the expenditure of $44,370.00 or so much thereof as may be needed, be and the same is hereby authorized as follows:

Section 3. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the mayor neither approves nor vetoes the same.
