Explanation
The Franklin County Engineer's Office has resurfaced a portion of Galloway Road from Hall Road to West Broad Street, a distance of approximately 7,100 feet.  Of this distance, 3,466 feet (48.8%) of Galloway Road is within the City of Columbus.  The Franklin County Engineer approached the City of Columbus, Transportation Division, about performing a seamless paving operation for both the County's and the City's portions of this arterial roadway.
 
The Public Service Department, Transportation Division, also identified this roadway as one in need of rehabilitation work.  The existing City roadway segment was in poor condition.  The Franklin County Engineer resurfaced this existing pavement as part of their current repaving project at a cost not to exceed $59,075.85.  The work included milling and paving, pavement markings, raised pavement markers and loop detector replacement.  The Franklin County Engineer oversaw the work while the City of Columbus is being requested to participate financially.  This ordinance provides for reimbursement of this expense to the Franklin County Engineer.
 
Fiscal Impact:  The Transportation Division budgeted $80,000 in the 2005 Capital Improvements Budget in the 1995, 1999 Voted Streets and Highways Fund in the Roadway Improvement project to reimburse the Franklin County Engineering Department for the city's share of the costs of improving a portion of Galloway Road.  Actual funds will be available in the 1995, 1999 Voted Streets and Highways fund as a result of the Fall 2005 bond sale  This ordinance authorizes an expenditure of $59,075.85.  
 
Emergency action is requested to expedite payment to the Franklin County Engineer.
 
 
 
Title

Body
WHEREAS, the Franklin County Engineer's Office performed resurfacing on a segment of Galloway Road from Hall Road to West Broad Street; and
 
WHEREAS, Franklin County was the lead agency and oversaw the work with the City participating financially; and
 
WHEREAS, the City's cost for this work is $59,075.85; and
 
WHEREAS, funds are budgeted for this expenditure and available with the 2005 bond sale; and
 
WHEREAS, an emergency exists in the usual daily operation of the Public Service Department, Transportation Division, in that payment of this expense to the Franklin County Engineer is immediately necessary in the interest of positive intergovernmental relations, thereby preserving the public health, peace, property, safety and welfare; now, therefore,
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
SECTION 1.  That the Public Service Director be and hereby is authorized to expend up to $59,075.85 to make payment to the Franklin County Engineering Department for the City of Columbus' share of improvements made to Galloway Road from Hall Road to West Broad Street for which the County was the lead agency.  
 
SECTION 2.  That the expenditure of $59,075.85 or so much thereof as may be needed be and hereby is authorized to be expended from Fund 704, the 1995, 1999 Voted Streets and Highways Fund, Department No. 59-09, Transportation Division, Object Level One Code 06, Object Level Three Code 6631, OCA Code 644385 and Project 530161.
 
SECTION 3.  That for the reasons stated in the preamble hereto which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor or ten days after passage if the Mayor neither approves nor vetoes the same.
