Explanation
BACKGROUND: The Columbus Health Department has received a grant from the Central Ohio Breathing Association for the Quit For Good program in the amount of $23,843. These funds will provide for smoking cessation education targeted at new mothers in central Ohio. The purpose of this legislation is to accept and appropriate these funds for the period November 1, 2005 through October 31, 2006
The primary objective of the Quit For Good program is to promote smoking cessation among central Ohio mothers of newborns.
This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: The Quit For Good program is primarily funded by the Central Ohio Breathing Association. The program does require 10% match monies from the City, which are budgeted and available.

To authorize and direct the Columbus Health Department to accept grant funds from the Central Ohio Breathing Association in the amount of $23,843, to authorize the appropriation of $23,843 from the Health Department Grants Fund, and to declare an emergency. ($23,843)

WHEREAS, $23,843 in grant funds have been made available through the Central Ohio Breathing Association for the Quit For Good program for the period November 1, 2005 through October 31, 2006; and,
WHEREAS, it is necessary to accept and appropriate these funds from the Central Ohio Breathing Association for the continued support of the Quit For Good program; and,
WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible. Up to date financial posting promotes accurate accounting and financial management; and,
WHEREAS, an emergency exists in the usual daily operation of the Health Department in that it is immediately necessary to accept these grant funds from the Central Ohio Breathing Association and to appropriate these funds to the Health Department for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Columbus Health Department is hereby authorized and directed to accept grant monies totaling $23,843 from the Central Ohio Breathing Association for the Quit For Good program for the period November 1, 2005 through October 31, 2006.
SECTION 2. That from the unappropriated monies in the fund known as the Health Department Grants Fund, Fund No. 291, and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the 12 months ending October 31, 2006, the sum of $23,843 is hereby appropriated to the Department of Health, Department No. 50-01, as follows:

SECTION 3. That the monies appropriated in the foregoing Section 2 shall be paid upon the order of the Health Commissioner and that no order shall be drawn or money paid except upon voucher, the form of which shall be approved by the City Auditor.
SECTION 4. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
