Explanation
BACKGROUND: The Office of CelebrateOne has been awarded additional funds from the Ohio Department of Health for Targeted Services for Homeless Youth and Homeless Pregnant Youth. This ordinance is needed to accept, appropriate and authorize the expenditure of $5,000.00 in grant money to support the Healthy Beginnings at Home program for the time period of July 1, 2021 - June 30, 2022.
The funds will be used to modify a contract with The Center for Healthy Families for Targeted Services for Homeless Youth and Homeless Pregnant Youth in support of the Healthy Beginnings at Home Program. Ordinance 2496-2021 authorized $66,678.00 in initial funding on October 18, 2021.
This ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible to meet the grant deliverables. Up to date financial posting promotes accurate accounting and financial management.
FISCAL IMPACT: The program activity will be funded by this Grant # G402104 and does not generate revenue nor require a City match.

To authorize the Executive Director, Office of CelebrateOne to accept and appropriate additional funding from the Ohio Department of Health in the amount of $5,000.00; to authorize a contract modification with The Center for Healthy Families for $5,000.00 from the General Government Grants Fund; to authorize the expenditure and to declare an emergency. ($5,000.00)

WHEREAS, additional funding of $5,000.00 in grant funds have been made available to the Office of CelebrateOne from the Ohio Department of Health; and,
WHEREAS, the Center for Healthy Families contact was established with Ordinance 2496-2021 in the amount of $66,678.00; and,
WHEREAS, this funding will be used to modify the contract with The Center for Healthy Families to continue providing services without interruption; and
WHEREAS, this ordinance is submitted as an emergency so as to allow the financial transaction to be posted in the City's accounting system as soon as possible to meet grant deliverables. Up to date financial posting promotes accurate accounting and financial management; and,
WHEREAS, an emergency exists in the usual daily operation of the Office of CelebrateOne in that it is immediately necessary to accept this grant from the Ohio Department of Health , and to appropriate these funds to the Office of CelebrateOne and to modify a contact with The Center for Healthy Families to continue providing services without interruption, for the immediate preservation of the public health, peace, property, safety, and welfare; Now, therefore,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That the Office of CelebrateOne is hereby authorized and directed to accept, appropriate and expend an additional grant award of $5,000.00 from the Ohio Department of Health for the time period of July 1, 2021- June 30, 2022.
SECTION 2. That the Office of CelebrateOne is hereby authorized to modify a contract with The Center for Healthy Families in support of the Healthy Beginnings at Home program.
SECTION 3. That from the unappropriated monies in the fund known as the City's Government Grants Fund, Fund No. 2220, Grant No.G402104 and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the grant period, the sum of $5,000.00, and any eligible interest earned during the grant period, is hereby appropriated upon receipt of an executed grant agreement in Fund 2220, to the Office of CelebrateOne, Division No. 40-05.
SECTION 4. That the monies appropriated in the foregoing Section 3 shall be paid upon the order of the Office of CelebrateOne, and that no order shall be drawn or money paid except by voucher, the form of which shall be approved by the City Auditor.
SECTION 5. At the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.
SECTION 6. That the funds necessary to carry out the purpose of this ordinance are hereby deemed appropriated, and the City Auditor shall establish such accounting codes as necessary.
SECTION 7. That for reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
