Explanation

Background: This ordinance will enable the Director of Recreation and Parks to accept an Arts Partnership grant in the amount of $14,372.00 from the Ohio Arts Council for funding to support Arts programming for older adults at the Fran Ryan Center. Activities will include 1) selection of skilled and experienced teaching artists; 2) hands-on visual arts, music, dance, and theatre classes; 3) a creativity-oriented computer literacy program; 4) wellness programs; and 5) program evaluation.

Emergency Justification: Emergency action is requested as this grant will support fall programming at the Fran Ryan Center.

 

Community input/issues: The grant will allow CRPD to continue its long-standing commitment to arts education and enrichment at its community centers.


Benefits to the Public:
The grant will allow more opportunities for involvement and artistic involvement from the City’s older community.

 

Area(s) Affected: Near East and surrounding areas.

 

Master Plan Relation: This project will support the Recreation and Parks Master Plan by encouraging arts involvement and enriching community members through artistic expression, involvement and appreciation.

 

Fiscal Impact: This ordinance will authorize the appropriation of $14,372.00 in grant funds in the Recreation and Parks Grant Fund 2283. A matching amount of $14,372.00 is also budgeted and available in the Recreation and Parks Operating Fund 2285 to meet the financial obligations of the grant match and contract. There is a total of $28,744.00 available for this project.

To authorize and direct the Director of the Recreation and Parks Department to enter into a grant agreement with the Ohio Arts Council and accept a grant in the amount of $14,372.00 for Fran Ryan Center Arts Programming; and to authorize the appropriation of $14,372.00 in the Recreation and Parks Grant Fund and declare an emergency. ($14,372.00)

Body

 

WHEREAS, it is necessary to authorize and direct the Director of Recreation and Parks enter into a grant agreement with the Ohio Arts Council and accept a grant in the amount of $14,372.00 for arts programming; and

 

WHEREAS, it is necessary to authorize the appropriation of $14,372.00 in the Recreation and Parks Grant Fund; and

 

WHEREAS, an emergency exists in the usual daily operations of the Department of Recreation and Parks in that it is immediately necessary to authorize the Director of Recreation and Parks to accept the granted amount prior to the start of fall programming for the immediate preservation of the public health, peace, property, safety and welfare; and NOW, THEREFORE,

 

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

 

SECTION 1. That the Director of the Recreation and Parks Department is authorized and directed to enter into a grant agreement with the Ohio Arts Council and accept a grant in the amount of $14,372.00 for Arts Programming.

 

SECTION 2. That from the unappropriated monies in Fund 2283 Recreation and Parks Grant Fund and from all monies estimated to come into said fund from any and all sources and unappropriated for any other purpose during the grant period, the sum of $14,372.00 is appropriated upon receipt of an executed grant agreement per the attached funding template.

 

SECTION 3. That the City Auditor is authorized to make any accounting changes to revise the funding source for all contracts or contract modifications associated with this ordinance

 

SECTION 4. That at the end of the grant period, any repayment of unencumbered balances required by the grantor is hereby authorized and any unused City match monies may be transferred back to the City fund from which they originated in accordance with all applicable grant agreements.

 

SECTION 5. That funds are hereby deemed appropriated and expenditures and transfers authorized to carry out the purposes of this ordinance and the City Auditor shall establish such accounting codes as necessary.

 

SECTION 6. That for the reasons stated in the preamble hereto, which is hereby made a part hereof, this ordinance is hereby declared to be an emergency measure and shall take effect and be in force from and after its passage and approval by the Mayor, or ten days after passage if the Mayor neither approves nor vetoes the same.
