To recognize efforts to maximize the creation of jobs and promote economic growth and opportunity by spending American Recovery and Reinvestment Act funds on products and services that will help stabilize employment in the United States.

WHEREAS, the global economic downturn is having a critical impact on the city of Columbus and its citizens, many of whom are struggling to maintain or find jobs in an increasingly difficult environment; and
WHEREAS, Congress has approved and President Obama has signed into law the American Recovery and Reinvestment Act to provide billions of dollars in economic relief for cities and states, and to provide millions of jobs through considerable infrastructure rebuilding, green energy initiatives and other projects that will require manufactured components; and
WHEREAS, efforts should be made to ensure that funds from the American Recovery and Reinvestment Act are spent to maximize the creation of American jobs and restoring the economic vitality of our communities; and
WHEREAS, any domestically produced resources and products that are purchased with American Recovery and Reinvestment Act funds should help American businesses and working families, along with helping stabilize the national economy; and
WHEREAS, any economic recovery spending plan should, to every extent possible, include a commitment to buy materials, goods and services from companies located within the United States, thus employing workers who pay the income taxes that provide the necessary revenue for essential government services such as those offered by the city of Columbus; now, therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF COLUMBUS, OHIO:
That this Council supports efforts to maximize the creation of American jobs and promote economic growth and opportunity by spending American Recovery and Reinvestment Act funds on products and services that create jobs and help keep Americans employed.
BE IT FURTHER RESOLVED, that this Council prefers that American Recovery and Reinvestment Act funds are used to purchase products and services that are made or performed in the United States of America whenever and wherever possible.
