Explanation
 
The purpose of this legislation is to authorize the Director of Finance and Management to enter into contract with Solid Waste Equipment Solutions, LLC for the purchase of one Portable Compost Trommel Screen with Trade-In. The Portable Compost Trommel Screen is a replacement for a screen that requires various repairs and is no longer cost effective to maintain. The Portable Compost Trommel Screen is used by the Compost Facility to screen material out for higher grade of compost used in the production of Com-Til.
 
The Purchasing Office opened formal bids on March 4, 2010; four (4) bids were received.  The bid tabulation is attached.
 
The apparent low bidder Columbus Equipment quoted a 210 Doppstadt SM720. The bidder was deemed non-responsive to the specifications.
 
The next low bidder, Solid Waste Equipment Solutions, LLC bid a Terra Select Model T6 and demonstrated the Portable Compost Trommel Screen on-site at the SW Compost Facility from April 27, 2010 through April 30, 2010.  The screen unit was inspected for conformance with the specifications and on April 29, 2010 the unit was operated for 6.5 hours through 3 trials to measure production, quality assurance of compost product, and fuel use.  The Terra Select T6 conforms to all specifications and performance standards.  
 
Therefore the award is being made to the lowest, responsive, responsible and best bidder, Solid Waste Equipment Solutions, LLC for Bid Items #1 and #3. Bid Item #2 is for an Optional Extended Warranty that will not be purchased at this time.  The amount requested on this ordinance is the net amount after trade-in.

The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search.
 
Fiscal Impact: $194,927.00 is budgeted and needed for this purchase.

WHEREAS, a recommendation was made to the lowest, responsive and responsible and best bidder, Solid Waste Equipment Solutions, LLC, for Bid Items #1 and #3.  Bid Item #2 is for an Optional Extended Warranty that will not be purchased at this time, and
 
WHEREAS, a purchase order will be issued in accordance with the terms and specifications of Solicitation Number: SA003502 on file in the Purchasing Office; now, therefore
 
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
 
Section 1. That the Director of Finance and Management be and is hereby authorized to establish a purchase order with Solid Waste Equipment Solutions, LLC for the purchase of one Portable Compost Trommel Screen with Trade-In for the Division of Sewerage and Drainage, in accordance with specifications on file in the Purchasing Office
 
Section 2. That the expenditure of $194,927.00 or so much thereof as may be needed, be and the same hereby is authorized from the Sewerage System Operating Fund, Fund No. 650, OCA 604801, Object Level 1: 06, Object Level 03: 6652.
 
Section 3. That this Ordinance shall take effect and be in force from and after the earliest period allowed by law.
